BACKGROUND:
All public streets within the City have been professionally evaluated and assigned a Pavement Condition Index (“PCI”), indicating their condition. Specific ranges of PCI ratings are assigned a letter grade, as shown in Table 1 below.
Table 1
PCI
Range Grade Condition Description
90-100 A Good Little or no distress.
70-89 B Satisfactory
Little or no distress, with exception of utility patches in good condition, or minor-moderate hairline cracks; lightly
weathered.
50-69 C Fair Light to moderate weathering, light load-related base failure, moderate linear cracking.
25-49 D Poor Moderate to severe weathering, moderate levels of base failure, moderate to heavy linear cracking.

PCI
Range Grade Condition Description
0-24 E Very Poor Extensive weathering, moderate-heavy base failure, failed patches, extensive network of moderate-heavy cracking.
All streets require regular maintenance to improve the condition and extend the life of the pavement, with the type of maintenance dictated by the PCI index. Table 2 below lists the various typical maintenance treatments applied per Condition/PCI range.

Condition Grade PCI Range Typical Maintenance Treatment Good A 100-90 No action required
Satisfactory B 89-70

Poor D 49-25 AC (Asphalt/Concrete) Surface Reconstruction Very Poor E 24-0 Full Depth AC and Base Reconstruction Reconstruction Structure (PCC)
The purpose of a slurry seal is to maintain streets on the higher end of the PCI range and prevent them from falling into a category where more costly repairs become necessary.
An additional benefit of a slurry sealing project is the refreshment of pavement striping and markings.
