THE CITY COUNCIL OF THE CITY OF PALM SPRINGS HEREBY FINDS AND DETERMINES AS FOLLOWS:
A. The City of Palm Springs, California, (the “City”), requires the services of one or more privately-owned tow companies for the purposes of effectively enforcing parking and traffic laws; promptly towing vehicles that are inoperative or involved in a collision; and expeditiously removing and safely storing vehicles that the City’s Police Department impounds or holds for investigation, examination or evidence.

PROPOSALS/QUALIFICATIONS FOR THE ROTATIONAL TOW PROGRAM,
AUTHORIZING STAFF TO ADVERTISE AND SOLICIT RESPONSES FOR THE PALM SPRINGS POLICE DEPARTMENT.”
D. Incorporated as part of Resolution No. 25189, the City Council adopted the Vehicle Towing Administrative Cost Recovery Fee (the “VTACR Fee”) of $345,016.16 as an annual fee establishing the actual and reasonable costs of the City’s administration of the rotational tow program.
E. On May 18, 2026, the City’s Office of Procurement and Contracting issued its Request for Qualifications (RFQ 04-26) for Official Police Towing and Storage Services of Vehicles as Requested by the Palm Springs Police Department, (the “RFQ”), and subsequently issued two Addenda in response to certain questions related to the RFQ.
F. On June 22, 2026, the City received Statements of Qualifications in response to the RFQ from the five following firms: Angelos’s Towing; Alfonso Towing, Inc.; Dave’s Towing Service; Mohica Towing, Inc.; and Road Runner Towing.
G. An Evaluation Panel consisting of representatives from the City’s Police Department evaluated the Statements of Qualifications received in response to the RFQ, and have determined three firms (Alfonso Towing Inc.; Dave’s Towing Service; and Mohica Towing Inc.) were fully responsive to the RFQ, and are qualified to provide the Resolution No._____
