Approve the issuance of Purchase Order to Environmental Systems Research Institute BACKGROUND:
Geographic Information Systems (GIS) is a system designed to create, store, analyze, and manage geographic data. This technology provides mapping and data analysis tools that drive business decisions, support daily operations, and allow users to gain valuable insight through geographic context. GIS also provides a foundation for mapping and storytelling applications that allow residents to engage with interactive content to locate City services and information.
GIS supports decision-making and daily operations across a variety of City departments by providing accurate, real-time geospatial data. The City’s enterprise GIS is the central repository for authoritative City data including addresses, parcels, street centerlines, and jurisdictional boundaries. City staff utilize interactive GIS web mapping applications to identify property information, land use, zoning, City infrastructure, and assets. GIS data is integrated with other enterprise technology systems to leverage existing geospatial data; this improves efficiencies and provides geographic insights that ensure decisions are backed by reliable spatial data.
Additionally, as new technology becomes available, supplemental subscription services to premium software features will allow for the expansion of public-facing applications by incorporating new collaborative web mapping tools and access to advanced features that support artificial intelligence (AI) functionality that allow users to quickly and easily locate, identify, and interact with City geospatial data and services.
Since 2019, Staff have entered into annual software subscriptions with ESRI to provide Geographic Information Systems (GIS) services under the City Manager’s approval. In accordance with Municipal Code Title modifications adopted by Ordinance in January 2025, which predicates approval levels based upon the cumulative value of contracts and continuous purchases of the same goods or services, ESRI’s prior expenditures combined with the proposed contractual expenditures identifies a cumulative expenditure in excess of the City Manager’s authority and requires City Council approval.
In March of 2025, the City entered into Agreement 25S032 with ESRI, for an initial amount of $145,800 for a three-year term through March 18, 2028. Additional software purchases in the amount of $823.63 during this term have brought this cumulative total to $146,623.63.
STAFF ANALYSIS:
The Information Technology Department met with City Departments to evaluate the overall geospatial needs of the City and determined the demand for GIS data and services continues to grow. Additional feedback from the public has consistently highlighted residents’ desire for more intuitive, accessible, and user-friendly tools and applications that allow users to quickly locate information or services most important to them.

Approve the issuance of Purchase Order to Environmental Systems Research Institute The ESRI product ArcGIS Hub Premium is a cloud-based data sharing, collaboration and engagement platform that empowers individuals, organizations, and GIS communities of practice – groups of GIS professionals, civic participants, and others who engage with geospatial data to address shared spatial challenges and develop best practices – to share trusted, curated content. This proposed solution allows the City to publish authoritative maps and data through an open data portal, easily create topic-focused sites to drive engagement and empower other departments to work with GIS by collecting data and recording observations.
Staff is requesting authority to proceed with the issuance of Purchase Orders at an additional pro-rated cost of $8,223.46 for the next two years to align with our current Agreement 25S032 with ERSI. This will bring the cumulative total spent with ESRI from March 2025 through March 2028, to $154,847.09 to provide collaborative, next- generation geospatial tools for City staff and the public.
