On September 12, 2024, the City Council approved Amendment No. 1 (Attachment C) to clarify the term of the Agreement, incorporate CDBG Federal Provisions, and add additional compensation in the amount of $112,873.19 for a total revised contract amount not to exceed $525,139.19.

On October 9, 2024, the City entered into Amendment No. 2 (Attachment C) amending the schedule of fees, exercising the first one-year renewal option through September 18, 2025, adding additional compensation in the amount of $355,389.35 for a total revised contract amount not to exceed $880,528.54.

STAFF ANALYSIS:

Neighborhood Partnership Housing Services has successfully administered the construction phase of the City’s Owner-Occupied Home Rehabilitation Program by providing construction management, contractor procurement, project inspections, compliance monitoring, contractor financial administration, and project closeout services required under the Community Development Block Grant Program.

The City is expanding its residential rehabilitation programs to include energy efficiency improvements that complement existing rehabilitation activities. Funding for these improvements will be supported through the City’s Sustainability Department and may include matching funds from Desert Community Energy. Expanding the existing contract allows the City to utilize an experienced consultant already familiar with the City’s housing programs, resulting in administrative efficiencies and continuity of service.

The revised Scope of Work expands the consultant’s responsibilities to administer both the construction phase of the Owner-Occupied Residential Rehabilitation Program and the Residential Energy Efficiency Home Upgrade Program. In addition to existing rehabilitation services, the consultant will perform energy assessments, prepare work write-ups for eligible energy improvements, oversee construction, coordinate inspections, identify available rebates and incentives, monitor project compliance, and verify City Council Staff Report
