On-Call Plumbing Maintenance and Installation Services for the Palm Springs International Airport BUSINESS PRINCIPAL DISCLOSURE:
According to the Public Integrity Disclosure forms (Attachment C) submitted in May of 2026, Urban Worx Construction, Inc., and Pro-Craft Construction, Inc., are registered in the state of California.
BACKGROUND:
On April 6, 2026, the City’s Procurement and Contracting Department issued an Invitation for Bids (IFB 26-07) on behalf of the Public Works Department to procure on-call plumbing maintenance and installation services for City facilities. The solicitation was publicly advertised and resulted in the selection of the two lowest responsive and responsible bidders. On June 10, 2026, the City Council awarded Construction Contract No. 26B086 to Urban Worx Construction, Inc., as the primary contract, and Construction Contract No. 26B087 to Pro-Craft Construction, Inc., as the secondary contract, to provide on-call plumbing maintenance and installation services throughout the City, as detailed in the Public Works staff report (Attachment D). The contracts support City-owned buildings and facilities on an as-needed basis for an initial three-year term commencing June 11, 2026, through June 10, 2029, with two one-year extension options.
While this procurement was in progress, on May 28, 2026, the Airport’s on-call plumbing maintenance and installation services contractor had notified Airport staff that they had gone out of business and could no longer provide services, requiring the Airport to secure their own services. As a result, the Airport required replacement on-call plumbing services to support Airport facilities and operations.
STAFF ANALYSIS:
The Airport operates seven days a week and supports continuous passenger activity.
Plumbing failures can disrupt terminal operations, restrooms, concessions, and employee workspaces. The Airport requires qualified and properly licensed contractors to provide on-call plumbing maintenance and installation services to support Airport facilities and infrastructure.
Rather than conducting a second competitive procurement for the same services, staff recommend utilizing the results of the City's recently completed IFB 26-07. The Airport's need for on-call plumbing maintenance and installation services is for the same scope of services solicited under IFB 26-07. Section 3.4 of IFB 26-07, Bids to Remain Open, requires the bidder to guarantee that all contents of their bid shall be valid for a period 120 calendar days from the bid due date. Because the Airport's need arose within that 120-day open bid period, staff determined that IFB 26-07 could be utilized to establish a primary and a secondary on-call contract for the Airport’s facilities.
Urban Worx Construction, Inc., will be the primary contractor and Pro-Craft Construction, Inc. will be the secondary. The Airport will reach out to the primary contract holder first City Council Staff Report

On-Call Plumbing Maintenance and Installation Services for the Palm Springs International Airport and if they are unable to perform the work, the Airport will reach out to the secondary contract holder. Having both a primary and secondary contractor provides operational redundancy and ensures that qualified services remain available if one contractor is unavailable or unable to respond. The unit pricing is fixed for the first year and subject to a CPI increase in the following years.
The Airport operates as a self-sustaining enterprise fund subject to Federal Aviation Administration revenue-use requirements. Separate Airport agreements establish dedicated not-to-exceed amounts for Airport facilities, ensure that Airport work does not draw down the contract capacity available to other City departments, and incorporate Airport-specific security and access requirements.
Reliable on-call plumbing services support the Airport's mission of "Moving You with Unforgettable Hospitality" by helping maintain clean, safe, and fully functional facilities that contribute to a positive travel experience while minimizing disruptions to passengers, tenants, and Airport operations.
Staff recommend approval of Contract Services Agreement No. 26B158 with Urban Worx Construction, Inc., in an amount not to exceed $180,000, and Contract Services Agreement No. 26B159 with Pro-Craft Construction, Inc., in an amount not to exceed $120,000, to provide on-call plumbing maintenance and installation services at the Airport for the initial three-year term commencing August 27, 2026, through August 26, 2029, with two one-year extension options.
ENVIRONMENTAL ASSESSMENT:
The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The requested action is to approve contracts for the above-mentioned services, and is exempt from CEQA pursuant to Section 15378(b), in that a “Project” does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Before issuing an individual task order, the City will evaluate the proposed work for compliance with the California Environmental Quality Act. Routine maintenance and minor repair work may qualify for applicable statutory or categorical exemptions, including the exemptions set forth in CEQA Guidelines Sections 15301 and 15302, as appropriate.
ALIGNMENT WITH STRATEGIC PLANNING:
Approval of this action supports the City of Palm Springs’ Strategic Plan Broad Goal of Infrastructure and Facilities, and it also supports the Airport’s 2025-2029 Strategic Plan’s Strategic Priorities for Operational Excellence and Infrastructure.
