other environmental remediation, demolition, reconstruction and related emergency restoration work.
On March 12, 2025, the City Council approved on-call general emergency restoration and remediation service agreements with R&R B Inc. dba Servpro of Palm Springs and Desert Valley Restoration, Inc. Due to ongoing restoration and remediation needs, those agreements have reached their maximum authorized not-to-exceed amounts and no longer have sufficient contract capacity for additional work. As a result, staff elected to utilize new contracts to ensure continuity of services and avoid delays in completing necessary restoration and remediation work.
STAFF ANALYSIS:
The proposed contract with BELFOR USA Group, Inc. is an on-call, as-needed construction contract. BELFOR is experienced in restoration and remediation services and the proposed contract references a competitively solicited cooperative purchasing agreement through OMNIA Partners.
In accordance with City of Palm Springs Municipal Code Section 7.03.09, “Special Procurement Methods,” Section 5, “Cooperative Purchasing Programs,” the City Council may authorize the acquisition of supplies or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies or officials, provided that the vendor selected has been selected through a competitive process and the department finds that the competitive process is similar to that contained in Title 7 or adequate to protect the public interest, and that due to economies of scale, the nature of the product, or market conditions, the price of the supplies or services is likely to be less through the cooperative purchase than through the City’s independent purchasing pursuant to Title 7.
OMNIA conducts competitive solicitations and awards contracts to qualified vendors, allowing participating agencies to benefit from volume pricing and streamlined procurement processes. This cooperative purchasing arrangement provides competitive pricing and efficient procurement to support the operational needs of the Public Works Department through OMNIA Contract No. R241602 (BELFOR).
Adding this contractor will supplement the City’s existing on-call restoration and remediation resources and provide additional contractor availability for emergency response, overlapping projects, and specialized restoration needs. Work will be assigned on an as-needed basis in accordance with the applicable contract terms, scope, and pricing.
Staff therefore recommend approval of the contract with BELFOR USA Group, Inc. for an initial three-year term beginning September 10, 2026, through September 9, 2029, subject to two one-year optional renewals at the sole discretion of the City.
