PROJECT NO. 23-13A
FROM: Scott C. Stiles, City Manager
BY: Engineering Services Department
SUMMARY:

Approval of this task order will authorize Veolia Water West Operating Services, Inc. (“Veolia”) to proceed with the Bolero Road Manholes rehabilitation project (the “Project”).

Veolia will procure materials, provide project management services and contract with Tri- Star Contracting II, Inc. (Tri-Star) for construction services.

RECOMMENDATION:
1) Authorize the City Manager to approve a task order to Veolia Water West Operating Services, Inc. in the amount of $281,161.45 for the Bolero Road Manholes Rehabilitation, City Project 23-13A.
2) Appropriate $352,461.45 from the Wastewater fund.
3) Authorize the City Manager or his designee to execute all necessary documents.

BUSINESS PRINCIPAL DISCLOSURE:

Veolia Water West Operating Services, Inc., is a Delaware corporation; their subcontractor, Tri-Star, is a California corporation. Public Integrity Disclosure Forms for each company are included in Attachment A.

BACKGROUND:

On November 4, 2015, the City Council approved a Wastewater Services Agreement with Veolia for operations and maintenance of the City’s sewer collection system and the Wastewater Treatment Plant (WWTP). As part of Veolia’s ongoing evaluation of the City’s

sewer collection system, six manholes along Bolero Road were identified as needing rehabilitation due to significant deterioration caused by sulfur corrosion.

The rehabilitation project was incorporated into the recently completed 2026 Sewer Master Plan (SSMP) as recommended Capital Improvement Project (CIP) MH-1, supporting the City’s long-term infrastructure maintenance. Photographs of current conditions are shown in Figure 1 below.

The rehabilitation will include all work necessary to restore the structural integrity and long-term performance of the affected manholes. The scope consists of installing sulfur resistant polymer concrete manhole inserts, grade adjusting rings and lids designed to protect against future corrosion.

These improvements provide a durable barrier against sulfuric acid corrosion as a permanent solution as opposed to polymer liners, which can crack, delaminate, and are

highly dependent on installation quality for performance. Construction is expected to start in mid- to late October and be completed within 90 days. The location of the rehabilitation activities is shown in Figure 2 below.

STAFF ANALYSIS:

In accordance with Section 5.3 of the Wastewater Services Agreement, "Capital Projects", Veolia has recommended that the City authorize this work as a "Desirable Capital Project." Section 5.3(f) provides that the City, at its sole discretion, may either (1) request proposals from Veolia or (2) request proposals from outside consultants or contractors.

On June 1, 2026, Staff selected option (1) and recommend proceeding with Veolia’s proposal. The agreement is included in Attachment B for reference.

On July 13, 2026, Veolia issued a request for bids to proceed with the necessary manhole replacement and structural repairs, two qualified contractors submitted bids, which are summarized in Table 1 below.

Table 1 – Bid Responders
Company Location Bid Amount
Tri-Star Contracting II Desert Hot Springs, CA $168,736.00 P.E Brown Construction Palm Springs, CA $253,100.00
On August 10, 2026, Veolia submitted a proposal to the City describing the scope of work, Project cost, and outcome of bidding. The proposal includes the request for bids and subsequent responses. Tri-Star submitted the lowest responsive and responsible bid,

meeting all technical and contractual requirements. Veolia recommends awarding the construction contract to Tri-Star. The proposal is included in Attachment C.

Under this task order, Veolia will serve as project manager and retains the responsibility for procuring all materials needed. Veolia will contract with Tri-Star to perform the installation of structural polymer concrete manhole inserts and the removal and replacement of deteriorated manhole rings and covers. These repairs are needed for maintaining the integrity and functionality of the wastewater collection system.

ENVIRONMENTAL ASSESSMENT:

In accordance with the California Environmental Quality Act (“CEQA”) Guidelines Section 15302 “Replacement or Reconstruction”, Class 2 projects consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Therefore, Staff has determined that the Bolero Road Sewer Manholes Rehabilitation project is considered categorically exempt from CEQA.

ALIGNMENT WITH STRATEGIC PLANNING:

This item aligns with the following City Council Strategic Plan Broad Goal: Infrastructure and Facilities.

FISCAL IMPACT:

An appropriation of $352,461.45 is required to cover the task order, contingency, and project administration; sufficient funding is available in the Wastewater Capital Improvement Projects Fund. A breakdown of the project costs is shown in Table 2 below.

Table 2 – Cost Breakdown
Project Costs Amount
Veolia Task Order for Construction and Management $281,161.45 Project Administration and Inspection $15,000.00
Contingency (20%) $56,300.00
