Resident

,

,
thanked
Council

accepting
maps
203
and
205
and
requested
additional
time
for
submission
of
maps
.
A
motion
was
made
and
carried
unanimously
to
close
the
Public
Hearing
.
Kristen
Parks
,
National

,
provided
a
detailed
PowerPoint
presentation
to
Council
regarding
the
redistricting
process
and
provided
demographic
analysis
of
maps
submitted
by
the
public

.
Mayor

.
Ms
.
Parks
continued
with
the
presentation
and
answered
questions
asked
by
Council
.
Mayor
Pro
Tern
Loa
inquired
whether
ultimately
the
final
map
approval
is
made
by
the
City
Council
,
and
whether
they
also
had
the
ability
to
come
up
with
a
different
map
other
than
the
maps
recommended
by
the
Advisory
Redistricting
Commission
.
Councilmember
Carrillo
stated
that
a
couple
of
members
of
the
public
submitted
late
maps
and
inquired
whether
those
submissions
would
be
accepted
for
consideration
.
Ms
.
Parks
clarified
that
the
reason
that
we
had
given
the
public
a
submission
deadline
was
to
ensure
that
their
maps
would
be
processed
and
available

online
in
advance
of
the
public
hearing
.
However
,
technically
,
the
maps
will
be
accepted
throughout
the
process
and
it
is
just
a
matter
of
making
sure
that
the
maps
being
received
are
submitted
timely
in
order
to
be
presented
to
City
Council
.
The
map
received
the
previous
night
would
be
available
to
Council
prior
to
the
February
2 nd
next
hearing
.
Mayor
Hofbauer
asked
Ms
.
Parks
if
the
public
may
continue
to
submit
maps
outside
of
the
deadline
?
Ms
.
Parks
stated
that
now
is
a
much
better
time
to
review
the
maps
that
have
been
submitted
and
come
forward
with
feedback
on
the
draft
maps
because
if
too
much
more
time
elapses
then
someone
submitting
a
map
there
really
won
'
t
be
enough
time
to
process
it
and
bring
it
to
Council
.
Discussion
ensued
regarding
Council
’
s
adoption
of
one
map
that
would
be
utilized
for
the
next
ten
years
,
however
,
the
Advisory
Redistricting
Commission
may
recommend
anywhere
from
zero
to
fifteen
maps
to
Council
for
consideration
.
Hopefully
,
the
commission
will
form
a
recommendation
of
one
or
two
maps
.
Councilmember
Carrillo
stated
that
during
the
presentation
Ms
.
Parks
stated
that
the
current
district
maps
may
also
be
adopted
,
but
that
there
would
be
an
additional
process
that
has
to
be
reviewed
through
a
different
board
.
Ms
.
Parks
clarified
that
there
is
not
a
different
process
,
and
that
when
we
see
the
current
district
numbers
not
being
valid
,
it
is
recommended
that
the
client
can
'
t
keep
the
current
district
and
that
new
boundaries
must
be
considered
.
In
the
case
of
Palmdale
,
if
Council
desires
to
consider
the
current
boundaries
,
they
could
be
considered
side
-
by
-
side
with
all
of
the
other
maps
and
you
could
vote
to
readopt
them
if
felt
they
adequately
comply
with
the
California
Fair
Maps
Act
.
Ms
.
Park
cautioned
a
little
bit
in
that
area
because
we
have
not
seen
any
lawsuits
under
that
new
law
yet
,
and
that
Council
should
be
very
mindful
of
the
criteria
,
particularly
that
fourth
criterion
of
compactness
.
Ms
.
Parks
concluded
that
when
we
look
at
the
current
maps
,
the
districts
are
not
necessarily
compact
,
and
the
reason
the
NDC
maps
attempted
to
make
District
1 more
compact
to
follow
the
Fair
Maps
Act
.
