FAIR MAPS ACT and REDISTRICTING REQUIREMENTS:

Under the Act, the City shall draw and adopt district boundaries using the following criteria, in the listed order of priority (See, California Elections Code §21621, et. al.):
1) Comply with the federal requirements of equal population and the Voting Rights Act;
2) Geographically contiguous;
3) Undivided neighborhoods and “communities of interest” (socio-economic geographic areas that should be kept together);
4) Easily identifiable boundaries;
5) Geographic compactness (do not bypass one group of people to get to a more distant group of people); and,

Once the prioritized criteria are met, other traditional districting principles can be considered, such as:
1) Minimize the number of voters delayed from voting in 2022 to 2024; 2) Respect voters’ choices / continuity in office; and
3) Future population growth.

By law, the City must hold at least four public hearings that enable community members to provide input on the drawing of district boundary maps:
 At least one public hearing must be held before the City Council or Advisory Redistricting Commission draws a draft map or maps of the proposed district boundaries;
 At least two of the public hearings shall be held after the City Council or Advisory Redistricting Commission has drawn a draft map or maps of the proposed district boundaries; and
 At least one public hearing or public workshop shall be held on a Saturday, on a Sunday, or after 6 p.m. on a weekday Monday through Friday.

To increase the accessibility of these hearings, the City of Palmdale must additionally take the following steps:
 At least one public hearing or public workshop shall be held on a Saturday, on a Sunday, or after 6 p.m. on a weekday Monday through Friday;  Public hearings shall be accessible to persons with disabilities; and  If a public hearing is consolidated with a regular or special meeting of the Report to Mayor and City Council

POTENTIAL BIDDERS: If you are
considering bidding on this property li-
en, you should understand that there
are risks involved in bidding at a trust-
ee auction. You will be bidding on a li-

auction, you are or may be responsible
for paying off all liens senior to the li-

liens that may exist on this Property by
contacting the county recorder's office
or a title insurance company, either of
which may charge you a fee for this in-
formation. If you consult either of
these resources, you should be aware
that the same lender may hold more
than one mortgage or deed of trust on

POTENTIAL BIDDERS: If you are
considering bidding on this property li-
en, you should understand that there
are risks involved in bidding at a trust-

the highest bid at a trustee auction does
not automatically entitle you to free
and clear ownership of the Property.

You should also be aware that the lien
being auctioned off may be a junior li-
en. If you are the highest bidder at the
auction, you are or may be responsible
for paying off all liens senior to the li-
en being auctioned off, before you can
receive clear title to the Property. You
are encouraged to investigate the exist-
ence, priority, and size of outstanding
liens that may exist on this Property by
contacting the county recorder's office
or a title insurance company, either of
which may charge you a fee for this in-
formation. If you consult either of
these resources, you should be aware
that the same lender may hold more
than one mortgage or deed of trust on
the Property. NOTICE TO PROP-

3 Introduction
The City of Palmdale has launched an aggressive outreach effort to reach across the entire Palmdale community to engage and educate the public about the redistricting process. This Outreach Summary Report is intended to provide a high-level overview of the outreach philosophy, process and results to date.

Key highlights from these communication efforts include:
 Repeated email or phone contact with nearly 120 people and organizations to proactively outreach to key influencers, community leaders and community-based organizations with redistricting related information, including hearing agendas and meeting information.
 Rollout of the Redistricting website, DrawPalmdale.org, where extensive resources are available for the public to learn about the redistricting process, access all the materials and meeting information, and to draw maps based upon their understanding of communities of interest and submit them for consideration in the future.  Flyers in English and Spanish to promote upcoming community meetings  101 English and Spanish social media posts spread across Facebook, Instagram and Twitter from August through February.
o Instagram – 30 posts
o Facebook – 34 posts
o Twitter – 37 posts
 Billboard that reads “Send Your Map”
 Radio commercials on Spanish radio talk show, including 1410 am and 1470 am  Magazine advertisements in Palmdale Magazine in Palmdale Connections o Palmdale Magazine - Summer 2021, Fall 2021 and Winter/Spring 2022 o Palmdale Connections - Jan/Feb 2022, Nov/Dec. 2021, Sept/Oct. 2021  Press releases in English and Spanish distributed to the City’s media contacts. The redistricting process was featured 14 times by external news sources, including The Antelope Valley Times and Antelope Valley Press.

4 A Unique Timeline Challenge
The redistricting process that was triggered by the 2020 Census is unique as a result of the delay in release of the Census data. In normal years, the Census data would become available in April of the year after the Census (April 2021), but due primarily to the impact of the Coronavirus Pandemic, the data release was delayed. The federal government released the 2020 Census data on August 12, 2021. However, the FAIR MAPS Act requires California to adjust the census data by reassigning state and county prisoners to their last known address.

The official data from the State of California that cities are required to use for the redistricting process was released on September 16, 2021. After several modifications, the data was ready for the public to use in early October.

The delayed data release has compressed the redistricting process in hundreds of agencies across California. To address this challenge, the City of Palmdale launched a process to engage and inform the public early with redistricting information and prepare them to participate in the process once the official data was released and map drawing had commenced.

Building an Outreach Team
The City of Palmdale built a team of professionals to effectively execute the community outreach component of the project. This team included City of Palmdale staff, Tripepi Smith and National Demographics Corporation (NDC). These parties met jointly on regular calls to discuss the project and coordinate efforts. The integration of the demographer (NDC) into the outreach plan was designed to ensure that communications properly contributed to the broader goals of public information and drawing maps. This team approach helped eliminate silos of knowledge in this critical project, made more important by the challenging compressed timeline.

Tripepi Smith was engaged as an outreach expert on the redistricting process. The firm has a long history of collaboration with NDC and has worked with other cities to assist with their migration to district elections. During this redistricting cycle, the firm is working with over 20 other cities and counties on their redistricting outreach.

These outreach efforts were ably assisted by the City Clerk’s team and the Communications team for the City of Palmdale.

5 Spanning Channels of Outreach
The City of Palmdale leveraged a full array of outreach platforms to connect with the public.

These included:
● The City’s website
● City social media channels
● Flyers distributed to the public
● Direct calls and emails to nearly 120 community leaders and organizations throughout Palmdale and the surrounding area (see list included in report) ● In-person Community Meetings throughout the City and virtual via Zoom

6 Redistricting Website
In the past six months (August 1, 2021 – January 23, 2022), there have been 4,071 Sessions on the City’s Redistricting website. A Session is the period of time a user is actively engaged with the website. The website’s Sessions in the past six months came from 2,887 Users who viewed 8,695 pages.

1/6/22, 9:42 AM Tripepi Smith & Associates Mail - Fwd: submittal deadline for district maps 3/3
We believed that the Commission would meet on the deadline date to receive the last of the proposed maps but did not factor in the possibility that city offices would be closed, that staff would not be working and that the Redistricting Commission would not be meeting on the day that maps were due.

We believe that Palmdale residents should be afforded another 24 hours to submit proposals and that our proposal being submitted with this email be accepted even though it is a few minutes past the 5 pm deadline on this day, January 3rd. We were present at City Hall 15 minutes prior to 5 pm and were ready to submit. We believe we demonstrated good faith and that this should warrant the time extension.

Please see the letter that expresses our position related to Palmdale redistricting maps and we ask that you accept the letter as valid and timely submission
Sincerely,

Xavier Flores
Program Director

Kylie,
Here is my input for the redistricting process. Thank you for including Lockheed Martin in this process.

My question for you ( I forgot to ask last night) isn’t the City of Palmdale line for District 4 the center line of Avenue M?

Subject: EXTERNAL: Participate in the City of Palmdale's Redistricting Process

Good afternoon,
The City of Palmdale is in the midst of its redistricting process and the City Council needs your help to draw new district lines for the purposes of electing a City Council Member.

Redistricting is the process where district lines for Congress, State Legislatures, County Board of Supervisors, City Councils, School Boards and other elected officials are redrawn every 10 years based on Census data. New district maps must be drawn to ensure districts have an equal number of constituents and fair representation among all residents.

On behalf of the City of Palmdale, we are asking organizations and community members to spread the word about redistricting to their friends, neighbors and colleagues and get involved in the process by attending public meetings and submitting draft maps or public comments.

Upcoming Public Meetings:

October 12, 2021 at 5:30 p.m. - District 1 Community Workshop October 16, 2021 at 1:00 p.m. - District 4 Community Workshop October 16, 2021 at 5:00 p.m. - District 3 Community Workshop October 25, 2021 at 6:00 p.m. - District 2 Community Workshop *Please note that dates and times are subject to change.

For more information on Palmdale’s redistricting process and how you can participate, visit www.DrawPalmdale.org.

Should you have any questions about redistricting, please feel free to contact me. Have a great weekend! Thank you,
Kylie

Hello Troy,
Thank you for the question. You are correct. The current district 4 boundary runs through the center of Avenue M.

Best,
