MEMORANDUM
Date: July 6, 2023 GTS: 210806.06
To: Kevin Harbison (Ravello Holdings)
From: Rawad Hani, GTS
Subject: Vehicle Miles Traveled (VMT) Analysis - Palmdale Residential Development Southeast corner of E. Palmdale Blvd and Hudsonia St (APN: 3023-002-184), Palmdale, CA

This memorandum pertains to the vehicle miles traveled (VMT) screening analysis for the proposed residential development for the parcel APN: 3023-002-184 at southeast corner of E. Palmdale Blvd and Hudsonia St, in the City of Palmdale, Los Angeles County, CA (City). The project consists of 64 single family residences, 63 accessory dwelling units (ADUs) and 64 junior accessory dwelling units (JADUs) on an approximately 20 Acre site.

A VMT analysis has previously evaluated the project using 2016 Southern California Association of Governments’ (SCAG) Regional Transportation Plan/Sustainable Communities Strategies (RTP/SCS) travel demand model.

As the project may be offered as an affordable development, this memorandum presents the VMT screening analysis for the 100% affordable scenario/option.

Background & Methodology
On December 28, 2018, the California Office of Administrative Law cleared the revised California Environmental Quality Act (CEQA) guidelines for use. Among the changes to the guidelines was removal of vehicle delay and level of service from consideration under CEQA. With the adopted guidelines, transportation impacts are to be evaluated based on a project’s effect on vehicle miles traveled (VMT).

While the City is actively working on developing their own guidelines for VMT, at the time of the analysis the City is using the Los Angeles County Public Works – Transportation Impact Analysis (TIA) Guidelines - dated July 23, 2020 as a guide in the VMT analysis of development projects.

VMT Screening Analysis
Pursuant to the above mentioned Los Angeles County Public Works – Transportation Impact Analysis (TIA) Guidelines of July 23, 2020 (which in turn is in line with Senate Bill 743 Technical Guidance published by the State’s Office of Planning and Research), certain residential projects that further the State’s affordable housing goals are presumed to have less than significant impact on VMT if 100% of the units, excluding manager’s units, are set aside for lower income households.

As such if the project is developed as 100% affordable, it is presumed to have less than significant impact on VMT, further analysis is not required, and a less than significant determination can be made.

APN 3023-002-184, Palmdale CA
Vehicle Miles Traveled (VMT) Analysis
2 Conclusion
Based on the screening criteria noted above, the 100% affordable project is presumed to have less than significant impact on VMT.

GENERAL FUND
Revenues

1. Property Taxes are anticipated to increase by 5% due to property valuations.

2. Sales Taxes are expected to increase by 2% based on economic performance in the City.

3. Use of Property revenues are expected to increase by 15%, primarily due to a one- time payment from the newly negotiated contract with Waste Management.

4. Licenses and permits are expected to decrease by 9%, primarily due to development activity and the timing of permit issuance.

5. Development charges for services are expected to decrease by 5% due to increases in plan checks and inspections anticipated in FY 2024-25.

6. Other revenues are expected to increase in FY 2024-25 due to a one-time anticipated economic development property sale.

Expenditures

1. Salaries and benefits are expected to increase by 10.2% year over year. This is the result of FY 2023-24 projections being reduced to account for vacancy savings that have been realized throughout the year. FY 2024-25 proposed budget would fully fund those positions that have been filled or are currently in recruitment phases. The FY 2024-25 salary and benefits include a proposed 3% increase (2% COLA and 1% wage increase) to employees. Salaries and benefits also reflect recommended updates to the City’s Classification and Pay Plan.

2. The LA County Sheriff Contract is expected to increase by 3.6%. However, the cost of the contract, is being covered by multiple funding sources, including the General Fund and Measure AV. The liability portion of the contract is expected to increase by $319,850 or 0.5%.

3. The LA County Animal Care & Control contract is expected to increase by $930,000.

4. Transfers to Reserves for FY 2024-25 include:
a. Pension Trust Fund to stabilize fluctuations in CalPERS rates: $1.25 million b. Fleet maintenance to fund ongoing replacement of the City’s fleet: $250,000 c. Information Technology to fund the ongoing upgrade of the City’s technology infrastructure: $250,000
d. Drytown Waterpark to fund the ongoing capital costs relating to maintenance and improvements of the park: $520,000

In accordance with the Final Rule, staff has prepared a proposed budget and plan to fully commit all funds by the deadline prescribed by the U.S. Treasury. Details can be found in the attachments provided.

SPECIAL REVENUE FUNDS
Special Revenue and other funds consist of transportation funds, grants, and other forms of restricted funding. The use of money in certain funds is governed by memorandums of understanding, contracts, or law. Required audits are conducted each year to ensure compliance with granting agencies.

One of the largest sources of revenue used by the City to pay for the maintenance, repair, and improvement of streets and facilities is transportation funding. These are sales tax revenues collected by the State or County and allocated to the City based on a percentage of the population.

The table below shows the FY 2024-25 proposed Transportation fund expenditures:

Transportation Funds FY 2023-24
Projected
FY 2024-25
Proposed
Gas Tax Fund $7,901,900 $7,197,030
Prop A Fund $7,525,540 $11,930,920
Prop C Fund $9,192,370 $6,248,920
Local Transp Fund Art 3 $24,150 $409,000
Local Transp Fund Art 8 $14,266,970 $10,049,040
Measure R Fund $6,377,890 $95,982,800
Measure M Fund $5,792,880 $6,609,100
Expenditure Total $51,081,700 $138,426,810
The City uses these funds specifically to fund street repair maintenance and improvement activities such as traffic engineering, geographical information system software and staffing, bus stop and transportation center maintenance, and public works staffing.

Depending on the funding source, balances may carry over from year to year to complete larger projects.

The City receives an allocation from Los Angeles County Measure H funds to address homelessness. Measure H is a ¼ cent sales tax collected by the County. Approximately $ 5.7 million is collected annually from Palmdale residents. The City receives an annual allocation from the Couty for City programs. The allocation for FY 2024-25 is anticipated to be $568,000.

Capital improvement projects are funded primarily through grants and other restricted funds. The attached schedule comprehensively lists all previously approved and proposed capital improvement projects.

PERSONNEL
With the need to maintain and enhance certain services, additions to personnel are necessary.
