All assets and liabilities of the former Redevelopment Agency of the City of Palmdale was transferred to a Private Purpose Trust Fund to be held until they are distributed to other units of the state and local government. All Tax Increment is reported under a fiduciary Fund statements (Private Purpose Trust Fund). The FY2011-12 extraordinary gain recognized on the Government Wide statements is the net assets and liabilities transferred to the Fiduciary Fund at February 1, 2012. For FY2012-13, the extraordinary loss recognized are assets returned to the Private Purpose Trust Fund as the result of California's Department of Finance review and determination of transfers made prior to the dissolution of the former RDA.

RECOMMENDATION
Staff recommend that the City Council:

Appoint seven (7) m embers and two (2) a lternates to the Measure AV Oversight Committee for a term to expire on April 30, 2027.

BACKGROUND
At the General Municipal Election held on November 3, 2020, voters approved the enactment of a local ¾ cent transaction and use tax in the City of Palmdale. The measure allowed for local control of sales tax dollars, long -term fiscal sustainability, and allow ed the City to continue to fund reliable essential services for the community. The revenues and expenditures from the tax are to be regularly reviewed by a citizens' advisory committee to ensure the funds collected are expended for the purposes specified in the Measure AV Ballot language and to provide enhanced transparency and public participation.

DISCUSSION
The terms for the current Measure AV Oversight Committee Members have expired.

Recruitment was opened from February 27, 2025, through March 31, 2025 , and extended through April 10, 2025.

Twelve applications were received that met the following qualifications: applicants must reside in or own a business in the City of Palmdale, be willing to serve a minimum of two years on the committee, and may not be an elected official. All applications were provided to the City Council for their review.

government finance.

Generally speaking, finance involves revenues and expenditures, which require fiscal responsibilities from those directly involved in data gathering. Budgeting for debts against revenues requires skill, cooperation, progressive alternative plans, and boldness when necessary to make expected cuts where needed. It is the responsibility of the Finance Manager to gather data. The report is shared with the City Manager, who oversees and supervises the operation. After considering recommendations from staff, the ultimate decision-making process is by the elected officials. City revenues are from various sources like taxes from property or use/sales tax, to business enterprises like licensing fees, permits, etc. Sources also come from County, State, or Federal levels.

Expenditures include, but are not limited to, payroll, insurances, debt/debt service, discretionary and non-discretionary expenses, set-asides for unexpected or catastrophic incidences, and many more. Nevetheless, fiduciary duty is owed by all levels of the governing bodies to the people they serve.

With the recent increase in our city’s sales tax, I wanted to ask for some clarification. Specifically, how long will the additional

0.75% remain in effect, particularly if the city’s finances are balanced? At what point will the City Council consider putting the question of continuing the tax back to the voters?
When the measure was passed, it was presented as a way to ensure that local dollars stayed in Palmdale rather than going to the state. My understanding is that the revenue was intended to directly benefit the residents of Palmdale.

If this tax is proving to be valuable and beneficial, I would like to ensure that those funds are being used in alignment with that original purpose—to improve the quality of life for Palmdale residents.

As the Board Treasurer at Community Development Center USA (CDCUSA), I play a critical role in overseeing the financial health of the organization and ensuring that resources are effectively allocated to support our mission of empowering underserved communities. In this capacity, I work closely with the Board of Directors and staff to manage budgets, ensure financial compliance, and develop strategies to sustain and grow our programs. My contributions have helped strengthen the
organization’s ability to offer vital services such as educational support, career guidance, and social services to those in need.

Additionally, I provide strategic insight on financial matters to ensure that CDCUSA remains a responsible steward of its resources while continuing to serve vulnerable populations.

In addition, I have served on the City of Palmdale's Human Rights Advisory Committee, where I worked closely with
community leaders and local government officials to address human rights issues and promote policies that advocate for fairness, inclusivity, and justice. My involvement in this committee allowed me to influence important decisions that directly impact the wellbeing of residents, particularly in areas related to civil rights, social services, and access to public resources. As a committee member, I helped develop
recommendations for initiatives that enhance equality and support marginalized groups within the community.

As the Vice President of Finances for the Palmdale High School Band Boosters Club, I manage the organization’s budget, oversee fundraising efforts, and ensure the financial
sustainability of the club. In this role, I work closely with other board members to create fundraising strategies, allocate resources for student activities, and support the club's mission to provide a positive and enriching experience for students. This role has allowed me to further develop my financial management skills while giving back to the community by supporting a local school program.

Moreover, as the CFO and CEO of NewColorsProject (NCP), I lead the organization's financial operations while also overseeing its strategic direction. I am responsible for managing budgets, financial forecasting, and ensuring that resources are allocated efficiently to achieve our mission of closing the opportunity gap for underserved youth. In addition to my financial leadership, I also work directly with students to provide free resume services, career development workshops, and educational resources. My role at NCP has given me the opportunity to merge my financial expertise with my passion for empowering young people and ensuring they have the tools they need to succeed academically and professionally.

Additionally, my experience as the President of the MSSE Student Association at USC allowed me to advocate for my peers within the Social Entrepreneurship program. I served as a representative and liaison between students and faculty, organizing workshops, events, and networking opportunities that connected students with key industry leaders and social entrepreneurs. In this role, I helped foster a sense of community and shared purpose, advocating for student concerns and working to provide resources that supported both academic and career success.

These roles have equipped me with a strong foundation in public service, where I’ve gained valuable experience in strategic planning, policy development, community outreach, and

My work has allowed me to drive initiatives that directly impact the lives of individuals and communities, particularly those facing challenges related to access to education, career opportunities, and social justice. Committee?
I am eager to serve on the Measure AV Oversight Committee because I am deeply committed to ensuring that the funds collected through the ¾ cent transactions and use tax are managed responsibly and transparently, with direct benefits to the people of Palmdale. As an 8-year resident of Palmdale, I have witnessed firsthand the importance of using public funds in a way that fosters community growth, enhances local
infrastructure, and promotes equitable development. I am dedicated to ensuring that these funds are utilized to benefit our community in a meaningful way and to ensure that the tax revenues are spent as promised by voters during the November 3, 2020, General Election.

With my background as the CFO and CEO of NewColorsProject (NCP), where I oversee the financial operations and budgeting of a nonprofit organization dedicated to empowering underserved youth, I have developed a keen understanding of fiscal
responsibility, financial oversight, and the strategic allocation of resources. My experience managing budgets, forecasting
financial outcomes, and ensuring that funds are allocated toward meaningful initiatives aligns perfectly with the core mission of the Measure AV Oversight Committee.

Additionally, my experience as Board Treasurer at Community Development Center USA (CDCUSA) further strengthens my
ability to oversee financial matters with diligence and integrity. At CDCUSA, I collaborate with the Board of Directors to ensure that resources are used efficiently to deliver essential services to vulnerable communities. This role has honed my skills in ensuring that funds are used for their intended purposes, a key responsibility of the Measure AV Oversight Committee.

My educational background, including a Master of Science in Social Entrepreneurship from the USC Marshall School of Business and a Bachelor of Arts in Non-Governmental
Organizations and Social Change from USC Dornsife College of Letters, Arts, and Sciences, has provided me with the theoretical and practical knowledge needed to navigate complex public funding processes, evaluate financial documents, and make data-driven decisions that prioritize the needs of the community.

My studies have reinforced my commitment to equity,
transparency, and social impact, principles that I believe are critical in ensuring the proper use of Measure AV funds.

I also believe that public participation and transparency are fundamental to fostering trust between local government and the community. By serving on this committee, I would bring my expertise in strategic planning, financial management, and community development to advocate for the responsible and transparent use of Measure AV funds. I am motivated by the opportunity to help ensure that these resources are utilized to enhance public services, improve infrastructure, and address the most pressing needs of the City of Palmdale.

Serving on the Measure AV Oversight Committee would allow me to combine my leadership experience, educational

Palmdale?
My vision for Palmdale is to create a community where residents have access to essential resources and opportunities while maintaining a strong focus on fiscal responsibility and long-term sustainability. As a resident of Palmdale for the past 8 years, I have seen the potential for growth and development in our city, but I believe it is crucial that we balance this growth with prudent financial planning to ensure that future generations are set up for success.

I envision a Palmdale that thrives through conservative financial management, where every dollar spent is aligned with our city's priorities and where we invest in projects that offer long-term benefits to the community. I believe that sound financial planning is key to achieving both short-term and long-term success. This means approaching budgeting with caution, prioritizing
investments in essential services like public safety, education, and infrastructure, while also ensuring that our city remains resilient in the face of unforeseen challenges.

One of my key priorities is ensuring that Palmdale’s financial resources are used efficiently, especially when it comes to infrastructure development and public services. I would advocate for carefully planned and fiscally responsible projects, where cost-benefit analyses are conducted, and projects are phased to ensure that they remain within budget and deliver value for residents. Rather than overextending on large, high-risk projects, I believe in a gradual, step-by-step approach that allows the city to grow sustainably without taking on unnecessary debt or financial strain.

As CFO of NewColorsProject (NCP) and Board Treasurer at Community Development Center USA (CDCUSA), I have
firsthand experience managing tight budgets and making tough financial decisions that balance the needs of the community with available resources. In my roles, I’ve always placed a strong emphasis on accountability, transparency, and cost-
effectiveness. I would bring these same principles to the oversight of Measure AV funds, ensuring that they are used efficiently and transparently to achieve tangible outcomes for the city.

In terms of economic development, I believe that we must support small businesses and local entrepreneurs through targeted initiatives that encourage growth without overextending our city's resources. Supporting Palmdale’s business
environment with conservative financial incentives, such as low- interest loans or tax credits for small businesses, would help create jobs and expand the local economy while minimizing risk to public funds.

Additionally, I believe in investing in sustainable and cost- effective infrastructure, such as energy-efficient projects, green spaces, and public transportation options that reduce the long- term cost of living in Palmdale. By being strategic about where and how we invest, we can make improvements to our city that will provide benefits for many years to come, without placing undue financial pressure on future budgets.

My experience and knowledge of local government finance are shaped by both my professional and educational background, as well as my leadership roles in various nonprofit organizations. I have gained a solid understanding of managing public funds, allocating resources, and ensuring financial transparency—key components of local government finance.

As CFO of NewColorsProject (NCP), I manage the organization’s financial operations, including budgeting, forecasting, and reporting. I have been responsible for developing financial plans, monitoring expenditures, and ensuring compliance with funding sources. A critical aspect of my role has been overseeing grant writing and grant management, which has deepened my
understanding of the financial landscape for public sector organizations. Through grant management, I have gained
experience in securing public and private funding, as well as in ensuring that funds are used effectively and in alignment with project goals. This experience has also given me a strong understanding of the financial contracts associated with grants, including ensuring that all conditions are met, reports are accurate, and funds are used responsibly.

Additionally, as Board Treasurer at the Community Development Center USA (CDCUSA), I work closely with the board to manage the organization’s finances. This role involves overseeing budgets, managing financial contracts, and ensuring that resources are allocated in a way that best serves our mission and the community.
