RECOMMENDATION
Rescind and re-adopt the City Council’s emergency motion from the July 1, 2025 meeting to: Initiate an investigation into confidential allegations of Councilmember Loa; and remove him from the title of “Mayor” and all committees and city assignments during the pendency of the investigation.

DISCUSSION
On July 1, 2025, the City Council passed an emergency motion to investigate confidential allegations of Councilmember Loa and remove him from the title of “Mayor” and all committees and city assignments during the pendency of the investigation.

On July 8, 2025, the City Council received a letter from Councilmember Loa, complaining of a Brown Act violation and requesting the City Council cure and correct the alleged violation.

While the City Council acted properly, in an abundance of caution and at the request of Councilmember Loa, it is recommended that City Council rescind and re-adopt its motion.

RECOMMENDATION

Staff recommend that the City Council:

1. Approve Requisition No. 260012 with Hasa, Inc., for pool chemical supplies in an amount not to exceed $193,500 for FY 2025-26; and,

2. Authorize the City Manager Pro Tem or his designee to approve Requisition No. 260012 with Hasa, Inc., and the resulting purchase order, including minimal and/or non-substantial changes.

BACKGROUND

The City operates four community pools and DryTown Water Park, all of which require ongoing maintenance to ensure public safety and water quality. Essential supplies such as chlorine, acid, and other chemicals are necessary to maintain sanitary conditions and meet state and county health regulations for aquatic facilities.

DISCUSSION
In March 2024, the City issued Bid No. 24 -003-3400 for pool chemical supplies. Hasa, Inc. was the lowest responsive bidder, and City Council approved a $212,500 purchase order through June 2025. The Parks and Recreation Department now plans to extend the purchase order contract for one more year, from July 1, 2025, to June 30, 2026. This is the first of two available extension options.

The proposed pricing for pool chemicals aligns with current market conditions. The requested funding amount is based on the vendor’s current price schedule, the City’s historical chemical usage data, and projected facility needs.

Staff recommend that the City Council:

1. Approve Requisition No. 260001 with Morgan Ingland LLC for commercial streetlight poles in an amount not to exceed $241, 080 for Fiscal Year 2025 -26; and,

2. Authorize the City Manager Pro Tem or his designee to approve the requisition and resulting purchase order with Morgan Ingland LLC, including minimal and/or non-substantial changes.

BACKGROUND

The City’s Traffic Signal and Streetlight Division maintains about 18,000 streetlight poles, which are vital for public safety and transportation. When poles are damaged , often due to collisions or vandalism, quick replacement is necessary to maintain visibility, pedestrian safety, and meet lighting standards.

Over the past year, approximately 65 poles were replaced. All replacement poles and parts must meet City specifications to ensure consis tency, structural strength, and compatibility with the existing system.

DISCUSSION

To support the need for commercial streetlight poles, the City issued Invitation for Bid No. 24-001-3220 on February 14, 2024. Two bids were received, and Morgan Ingland LLC was identified as the lowest responsive bidder. On June 26, 2024, the City Council Report to Mayor Pro Tem and City Council

approved a $227,487 purchase order for Fiscal Year 2024–25. The contract includes two optional one-year extensions.

Staff recommends exercising the first extension for Fiscal Year 2025 –26. Maintaining a ready inventory of streetlight poles and single-arm assemblies helps reduce outage times and safety risks. Extending the contract with Morgan Ingland LLC ensures continued supply and helps manage long manufacturing lead times.

FISCAL IMPACT

$241,080; Sufficient funds for the requisition and resulting purchase order with Morgan Ingland LLC are budgeted in the Street Light Assessment District supply accounts.

RECOMMENDATION

Staff recommend that the City Council:

1. Accept the NOC for PN 698, ATP Avenue R Complete Streets Project; and,

2. Authorize the City Manager Pro Tem or his designee to file the NOC and release the security for the completed public street improvements.

BACKGROUND

The Avenue R Complete Streets project is located on Avenue R between Sierra Highway and 25th Street East. The project’s improvements included widen and resurfaced 3.48 lane miles of Avenue R, constructed 442,000 square feet of new sidewalk, installed approximately 5 miles of new Class II Bicycle Lanes with bike -lane conflict striping, traffic signal modifications, installed 110 new LED streetlights, constructing 15 new Americans with Disabilities Act compliant curb ramps, installed 38 new driveways, and approximately 3,440 linear feet of new storm drains.

DISCUSSION

The NOC is presented by Section 16.110.060 of Palmdale’s Municipal Code. This action will accept the roadway improvements as complete and initiate the City’s release of applicable securities posted for this project by the City’s subdivision regulations.

Councilmember Alarcón spoke about the recent change in the Planning Commission meeting time and highlighted how earlier meeting times can be difficult for residents who commute. She encouraged the Council to consider moving all citizen commission oversight meetings to 6:00 pm to allow for the large working population to be able to participate and give back to the city by virtue of serving on a commission.

City Manager Pro Tem Mendez provided an update on several upcoming events, including: July 4 events at Domenic Massari and Marie Kerr Park, Farmer's Market cancelled for July 4, Movie Night featuring Inside Out at the Amphitheater on July 11, Willy Wonka Kids production on July 12 at the Palmdale Playhouse, Poolside Paw -ty for Pups at Yellen Park on July 19, and the Summer Concert Series.

10) LOS ANGELES COUNTY FIRE DEPARTMENT REPORT

Assistant Fire Chief Ghorbani expressed appreciation to the Council for their support of the Andrew Pontius Memorial Wall and Andy's Memorial barbecue events. He also provided a report on fireworks and spoke about staffing and safety measures for July

4. Councilmember Bishop asked about the Joshua Ranch fire . He thanked the Assistant Fire Chief and his team for their quick actions in putting out the fire and asked whether helicopters dropping water may be used at night. Assistant Fire Chief Ghorbani stated that the helicopters are now equipped to operate day and night.

Councilmembers Ohlsen and Alarcón thanked the firefighters for their service and emphasized the importance of their safety as they continue to protect the community.

11) NON-AGENDA PUBLIC COMMENTS

The following individuals provided public input: David Berver discussed being proactive with the community regarding Immigration and Customs Enforcement (ICE); Eugene Hernandez commented regarding support from his District 5 Councilmember and discussed a personal incident he experienced with the Sheriff's Department; Gary Roberts discussed The Palmdale Aerospace Academy and the submission of his application for consideration to serve on the board; Roger Soderstedt discussed Immigration and Customs Enforcement (ICE); Marsha Furman discussed the legacy of previous Parks and Recreation director's and reported that Brent Buffalo was involved in a tragic accident.

Councilmember Alarcón responded to the statement made by Mr. Hernandez and provided her contact information.

Mayor Loa requested that Captain Bardon look into the matter for Mr. Eugene Hernandez.

Staff recommend that the City Council:

1. Adopt Resolution No. CC 2025-052, a Resolution of the City Council of the City of Palmdale approving the final City logo and brand identity developed by Hub Collective; and,

2. Authorize staff to proceed with the full implementation of the new municipal brand identity through phased execution across City assets and communication channels.

BACKGROUND
The City of Palmdale’s current logo has been in use since 2002. Over the past two decades, the City has experienced major shifts in population, infrastructure, and regional influence. How ever, the City’s visual identity has remained unchanged, limiting its effectiveness in conveying a cohesive, modern, and recognizable brand image.

To address this, the City entered into a professional services agreement with Hub Collective in August 2024 to lead a full rebranding initiative. Hub Collective facilitated a structured process of discovery, engagement, design, and refinement. Public outreach included:
 488 community survey responses;
 149 staff survey responses;
 Engagements with the Teen Advisory Board, Legacy Commons for Active Seniors, Visit Palmdale Board, South Antelope Valley Emergency Services ( SAVES), departmental leadership, and the City Council; and,
 In-person outreach at Jolly Holiday, reaching more than 200 attendees.

The resulting brand system is based on this diverse and inclusive feedback, positioning Palmdale for a more unified and forward-looking public identity.

DISCUSSION
The selected final logo, titled “Open Landscape,” features a stylized Joshua tree — a familiar and belove d symbol of Palmdale’s high desert landscape. The design was the highest-rated concept among all options presented, receiving 65% favorable staff responses and 60% favorable community responses.

Survey feedback emphasized the design’s strengths, describing it as:
 “Clean, simple, and playful”;
 “Grounded in place”; and,
 “Optimistic and welcoming”
The logo is paired with the brand tagline: “Community – Innovation – Opportunity”

This message, shaped by stakeholder priorities, conveys the City’s identity as a resilient, dynamic, and opportunity-rich community.

The design replaces the existing 2002 -era logo with a modern, scalable identity that is suitable for both digital and print applications. The full brand system includes a toolkit provided by Hub Collecti ve, consisting of logo files, typography, iconography, color palettes, templates, and usage guidelines. This identity will be implemented in a phased approach to ensure cost efficiency and operational flexibility.

FISCAL IMPACT
No new appropriation is required at this time. Through the annual budget process, the City Council approved $500,000 to support the early stages of implementing the City’s new brand identity. These funds will be used for initial activities su ch as applying the brand, design support, and some physical updates. The rollout of the new brand identity will occur in phases, starting with digital and low- or no-cost assets like website elements, social media profiles, email signatures, and internal templates.

Physical updates—such as signage, vehicle decals, uniforms, and printed materials—will be aligned with scheduled maintenance and replacement cycles to minimize cost impact.

As individual branding applications are developed —such as facility signage, gateway monuments, and wayfinding systems —items will be brought before the City Council for review and approval on a project -by-project basis. This ensures transparency, budget control, and alignment with Council priorities.

WHEREAS, the City of Palmdale recognizes the i mportance of maintaining a cohesive, adaptable, and modern brand identity that reflects its unique character, values, and aspirations; and

WHEREAS, the City’s current logo, adopted in 2002, no longer adequately reflects the City’s present-day growth, diversity, and strategic priorities; and

WHEREAS, in August 2024, the City entered into a professional services agreement with Hub Collective, a branding and strategy agency, to develop a new logo and visual identity system for the City of Palmdale; and

WHEREAS, the development process included extensive public and stakeholder engagement, including community surveys, staff feedback, and outreach events that resulted in broad public participation and informed the design process; and

WHEREAS, the final logo d esign, titled “Open Landscape”, incorporates locally significant imagery and received the highest levels of support from both community and staff participants during the evaluation process; and

WHEREAS, the proposed identity system includes not only a new logo but also a comprehensive visual toolkit and brand guidelines to support consistent implementation across all City departments and communication platforms; and

WHEREAS, the City Council desires to formally adopt the final logo and authorize its phas ed implementation, prioritizing digital and low - or no -cost updates, and bringing future branding -related items forward for Council review on a project -by- project basis.

BACKGROUND

The current bylaws of the Measure AV Citizens Advisory Committee provide for a two - year term for committee members, who are currently appointed simultaneously. To eliminate multiple vacancies occurring at one time, staff request that the terms be staggered to preserve institutional knowledge and eliminate disruption from the simultaneous expiration of the entire board.

DISCUSSION

Resolution No. CC 2025-053 adopts amended bylaws that will provide for the staggered terms of committee members as stated in Article II, subdivision (C):

Beginning in 2025 and in each odd-numbered year thereafter, four (4) members shall be appointed to two -year terms. Beginning in 2026 and in each even -numbered year thereafter, three (3) members shall be appointed to two-year terms.

To establish the staggered schedule star ting with the 2025 appointment cycle: Four (4) members shall be appointed to serve two -year terms, expiring in June 2027 (to be reappointed in odd-numbered years thereafter) and three (3) members shall be appointed to serve one -year terms, expiring in June 2026 (to be reappointed in even -numbered years thereafter).

WHEREAS, The City Council now acts to revise and implement the formal establishment of these Guidelines, pursuant to this Resolution, to provide for staggered terms of the members; and

WHEREAS, All legal preconditions to the adoption of this Resolution have occurred as required by the law.

OF PALMDALE DOES HEREBY FIND, DETERMINE, RESOLVE AND ORDER AS FOLLOWS:

B. RESOLUTION

SECTION 1. In all respects as set forth in Part A. Intent of the City Council, which is hereby incorporated by reference.

SECTION 2. The guidelines for the Citizens Advisory Committee (Measure AV), attached hereto as Attachment 1, are hereby adopted for all purposes with the revisions to Article II, subdivision (C), which provides for staggered terms of Committee Members, beginning in 2025 appointment cycle.

SECTION 3. The City Manager shall oversee the ongoing implementation of this Resolution in a manner that is prompt b ut not disruptive to the City operations.

MEASURE AV OVERSIGHT COMMITTEE
BYLAWS

ARTICLE I – ESTABLISHMENT AND PURPOSE

A. Name. Official name of the committee shall be Measure AV Oversight Committee (the “Committee”)
B. Compensation. Pursuant to Palmdale Municipal Code Section 2.08.030(H), members of the Committee shall be entitled to compensation in the sum of One Hundred Dollars ($100) for each meeting attended, provided, however, that no member shall be paid such compensation for attendance at more than two such meetings during any one calendar month. The chair of the committee shall be entitled to additional compensation of Fifty Dollars ($50) per meeting attended, limited to two meetings per calendar month. Compensation shall only be due and payable to Committee members (not alternates) who attend and participate in the committee meeting for which they request compensation. In addition, all members of the committee shall be entitled to compensation in the sum of One Hundred Dollars ($100) for attendance at each legally required training course.

Reimbursement shall only be given for expenses actually incurred in connection with serving on the Committee.

C. Establishment. Measure AV, approved in November 2020, calls for the establishment of a committee to ensure that all funds from the measure are appropriately used.

D. Purpose. The purpose of this Committee is set forth in Measure AV. (Protecting Palmdale's long-term financial stability; maintaining essential city services; repairing streets/potholes; addressing homelessness; maintaining 911 emergency response; keeping public areas safe/clean for all; retaining local businesses; protecting local water sources; maintaining veterans, senior, mental health, community programs; by establishing a ¾-cent sales tax; requiring citizen oversight, public spending disclosures; all funds used locally in Palmdale). These Bylaws are specifically made subject to the applicable provisions of Measure AV as to the duties and rights of the Committee. The Committee is subject to the Ralph M. Brown Public Meetings Act of the State of California and shall conduct its meetings in accordance with the provisions thereof.

E. Administrative Support. The City shall give all necessary administrative support to the Committee, as is consistent with the Committee’s purpose.

F. Duties. The duties of this Committee are:

a. To ensure that all funds from the three-quarters cent sales tax are spent in accordance with Measure AV.
b. To prepare an annual written report setting forth the purposes for which Measure AV funds were expended in the preceding year and the amount spent in each category.

ARTICLE II – POSITIONS AND TERMS

A. Committee Members. Committee Members shall consist of seven (7) members and (2) alternates.

B. Committee Additions and Subtractions. The City Council may, by unanimous decision, vote to add or subtract the number of alternate members on the Committee.

C. Term Length. Each member of the Committee shall be appointed for a two (2) year term, unless otherwise specified during the initial staggering process.

Beginning in 2025, and in each odd-numbered year thereafter, four (4) members shall be appointed to two-year term. Beginning in 2026, and in each even-numbered year thereafter, three (3) members shall be appointed to two- year terms. To establish the staggered schedule starting with the 2025 appointment cycle: Four (4) members shall be appointed to serve two-year terms, expiring in June 2027 (to be reappointed in odd-numbered years thereafter) and three (3) members shall be appointed to serve one-year terms, expiring in June 2026 (to be reappointed in even-numbered years thereafter).

Notwithstanding the foregoing, all Committee Members will hold office until their successors are qualified and take office.

D. Term Limit. Committee members are limited to a three (3) term limit for serving on the Committee.

E. Committee Vacancy. Should a vacancy arise from a member resigning or other matters the following shall happen:
a. The vacancy will be filled by a Committee alternate member.

b. The Committee alternate member shall be picked by the City Council and voted in by majority vote.
c. If a vacancy is filled, and there is greater than a year left on the term, it shall count as a full term for the appointed Committee Member’s term limit.

If less than a year remains on the term, it shall not count towards the Committee Member’s term limit.

F. Forfeiture. Should any Committee member miss three (3) consecutive Committee meetings without any prior consent or notice to the Committee, they shall forfeit their membership on the Committee. All forfeited Committee positions shall be subject to Article II, Section E, for the purpose of their vacancy.

G. Chair. The Committee shall appoint one member to serve as the Chair of the Committee by a simple majority vote. The Chair shall preside over all meetings of the Committee. The Chair is responsible for keeping order and decorum during the Committee’s meetings.

H. Vice-Chair. The Committee shall appoint one member to serve as the Vice-Chair of the Committee by simple majority vote. The Vice-Chair shall perform the duties of the Chair in the absence or incapacity of the Chair, until such time as a new Chair is selected or appointed. Should both the Chair and Vice-Chair be absent or incapacitated, the Committee shall vote by simple majority to appoint an interim Chair and Vice-Chair for the purpose of that current meeting and any subsequent meetings until either the Chair or Vice-Chair are able to return to their duties.

I. Staff Secretary. City staff shall appoint one member to serve as the Staff Secretary of the Committee. The Staff Secretary shall keep the minutes of all official meetings of the Committee, which shall be open for inspection by any member of the public. The Staff Secretary shall sign reports and correspondence for the Committee, along with setting meeting dates; providing agendas to each Committee member prior to each official meeting. The Staff Secretary shall inform Committee members of all available data gathered by City staff pertinent to each item on said agenda. The Staff Secretary shall inform Committee members of the time and place of any special meeting. The Staff Secretary shall make available to the Committee all correspondence addressed to the Committee.

ARTICLE III – MEETINGS

A. Rules. All meetings will fall under rules set by the Ralph M. Brown Act (Cal. Gov’t Code §54950 et seq.) (“Brown Act”).

B. Meeting Dates. The Measure AV Oversight Committee shall meet bi-monthly (i.e., every two (2) months), and as needed, to carry out its purpose. These set dates can be changed by resolution as needed.

C. Specials Meetings and Emergency. Special Meetings can be called by the Chair or Vice Chair with five days prior notice. Emergency meetings can be called as needed.

D. Open and Public Meetings. All meetings concerning all Committee actions and deliberations shall be open and allow for anyone in the public to attend.

E. Agenda. An agenda shall be published to the public and sent out to each Committee member no less than seventy-two (72) hours before the meeting takes place. All agendas should include time, date, and location where the meeting(s) are to take place along with the type of meeting (Regular, Special, or Emergency). Any items not on the agenda will be placed in the non-agenda items portion of the meeting.

F. Minutes. The minutes of the Committee's proceedings and all documents received and reports issued shall be a matter of public record and made available on an Internet website maintained by the Committee.

ARTICLE IV. – CONDUCT OF MEETINGS
A. Order of Business. The regular order of business shall be:

1. Call to Order

2. Public Comment

3. Approval of Minutes from the previous meeting.

4. Consideration and Action of Agenda Items

5. Non-Agenda Items

6. Adjournment

The order of business can be modified as needed.

B. Parliamentary Procedure. All proceedings before the Committee may be guided by the rules of parliamentary procedure set forth in Rosenberg’s Rules of Order, but failure to follow Rosenberg’s Rules of Order shall not affect the validity of any action or motion duly taken or adopted by the Committee at any lawfully held meeting.

C. Presentations to the Committee. Any person desiring to address the Committee shall be requested, when recognized by the Chair, to give his or her name and address for the record. The Chair may, in the interest of facilitating the business of the Committee, set in advance of the presentation of testimony reasonable time limits for oral presentations. Persons may be required to submit written testimony in lieu of oral testimony if the Chair determines that a reasonable opportunity for oral presentations has been provided, and in such a case, the matter may be continued to a later date to allow a reasonable time for such submittals to occur.

D. Attendance. Members shall be considered present at the Committee meeting if they are there physically, on the phone, or using a video conferencing application.

ARTICLE V. – VOTING AND QUORUM

A. Roll Call Vote. A roll call vote may be required in voting upon any motion of the Committee at the discretion of the Chair.

B. Quorum. A majority of the currently appointed members of the Committee shall constitute a quorum for the purpose of conducting its business and exercising its powers and for all other official purposes, except that less than a quorum may adjourn from time to time until a quorum is obtained.

C. Number of Votes Required for Action. All actions require a motion and a second. No action or recommendation of the Committee shall be valid and binding unless a quorum is present, and the motion is approved by a simple majority of the members present. Each member shall have one vote. No votes may be cast by proxy. Tie votes shall be considered as denial of the motion.

D. Conflicts of Interest. The Committee shall be subject to conflict of interest in accordance with the Fair Political Practices Act. City Councilpersons shall not vote for any person who presents a conflict of interest with them.

E. Motion to Reconsider. The Committee may reconsider a matter during the meeting at which the vote was taken, provided all members who were present when the matter was discussed and voted upon are still present, all persons who addressed the Committee regarding the matter are still present, and the motion to reconsider is made by a member who voted with the prevailing side. A motion for reconsideration shall have precedence over every motion except a motion to adjourn. A final vote on any matter may also be placed on any future agenda for reconsideration by the Committee or any member of the Committee at the meeting at which the action was taken or at any later time. Any interested person may request that an action be reconsidered, provided that such a request must be in writing and filed with the Palmdale City Clerk within ten calendar days of the action of the Committee.

ARTICLE VI. - AMENDMENTS.

Any amendment to these Bylaws shall be approved by a simple majority vote of the entire Committee and ratified by the City Council.

RECOMMENDATION

Staff recommend that the City Council:

1. Nominate and appoint:

 Four (4) individuals to serve for a two-year term to expire April 30, 2027;  Three (3) individuals to serve a one -year term to expire April 30, 2026; and,
 Two (2) individuals to serve as alternates (no term required).

BACKGROUND

The terms for the current Measure AV Oversight Committee Members have expired. The City Council shall appoin t seven members and two alternates to the Committee.

Appointments are made pursuant to Palmdale Municipal Code §2.08.030.

DISCUSSION
The City invited people to apply for open Committee positions by posting a notice on its website. A press release and social media posts also helped spread the word.

The application period ran from February 27 to March 31, 2025, and was later extended to June 12, 2025.

A total of 15 people applied and met the basic requirements: they live in or own a business in Palmdale, are willing to serve on the Committee, and are not elected officials. All applications were shared with the City Council for review.

My wife and I have lived in Palmdale for the last six years and have grown to love the city and where we live. We met and married in California and the State has been very good to us.

Now I'm retired I have both the time and desire to give back to the community in any way I can.

Palmdale?
I would like to see Palmdale become a safer and more inclusive city which fosters a sense of civic pride in its inhabitants. We face challenging economic times which a greater sense of unity amongst our residents would help to ameliorate.
