DISCUSSION
Since the initiation of the SR 138 (Palmdale Boulevard) at -grade crossing improvement project and the filing of the City’s Formal Application with the California Public Utilities Commission (CPUC), the City has used existing project funds to advance design and coordination to reach the current design milestones. These exp enditures have included consultant engineering for geometric refinements, traffic signal and preemption design, preparation and submittal of technical exhibits (including preemption calculations), and participation in CPUC proceedings and technical meeting s with Union Pacific Railroad (UPRR), the Rail Safety Division (RSD), Caltrans, and SCRRA.
Additional funding is now required to complete the final design, address remaining agency comments, and implement the terms under the proposed Settlement Agreement with the CPUC parties. The requested funds will be used to finalize Plans, Specifications, and Estimates and to complete remaining coordination with UPRR, Caltrans, and Metrolink.
Southern California Regional Rail Authori ty (SCRRA), as owner -operator of one of the railroad tracks, provides oversight, review, and independent quality assurance of the Project Approval/Environmental Document (PA/ED) and the Plans, Specifications, and Estimates (PS&E). SCRRA is also responsible for the ultimate approval of each of these documents. As such, the City must reimburse SCRRA for its efforts in reviewing and providing comments on the project documents. Amendment No. 2, if approved, would increase the amount of reimbursable funding for SCRRA to complete the design reviews and is necessary due to the scope -of-work revision previously approved by Council in April 2022 and the extended project timeline.
FISCAL IMPACT
$445,500; This project is funded using Measure R Equity Grant funds. Funds are budgeted and available in FY 2025-26.
