2026. The solicitation was also posted on the City’s website and published in the Antelope Valley Press. A total of 29 vendors registered as prospective bidders, and 4 vendors submitted bids by the July 23, 2026, deadline.

Rank Vendor Location Bid Price
1 Safety-Kleen Systems Inc. Highland, CA 16,900.00
2 AAA Oils, Inc. dba California Fuels
and Lubricants
Fontana, CA 59,782.00
3 Rebel Oil Company Inc. Hesperia, CA 71,745.60
4 Pinnacle Petroleum Huntington Beach, CA 77,212.00
5 The Jankovich Company LLC Paramount, CA 99,546.00

The award of the solicitation is based solely on the lowest responsible and responsive bid. Although Safety-Kleen Systems Inc. submitted the lowest pricing, its bid included only motor oil and lubricants and excluded diesel and unleaded fuel. Since awarding to multiple vendors would not be advantageous to Fleet operations or the City’s overall fuel management needs, the intent to award was issued to the lowest bidder that submitted complete pricing for all required items, California Fuels and Lubricants.

The resulting purchase order contract will have a one-year term with two optional one- year extensions and will provide reliable, cost-effective access to diesel and unleaded fuel, motor oil, and lubricants to sustain uninterrupted City operations. Establishing the purchase order promotes cost stability, minimizes operational delays, and supports timely maintenance of City vehicles and equipment. Although fuel prices fluctuate with market conditions, the requested amount reflects the vendor’s submitted price schedule, historical fuel consumption, and projected departmental needs and remains within the approved budget allocation.

Commodity purchases are authorized through the City’s requisition and purchase order process; therefore, a separate contract is not typically required. The purchase order serves as the binding agreement and incorporates the vendors’ pricing, product specifications, delivery requirements, and the City’s standard terms and conditions.

FISCAL IMPACT

$525,000; Sufficient funds for the requisition and resulting purchase order with California Fuels and Lubricants are budgeted and available in FY 2026-27 in the Fleet Maintenance Internal Service Fund account.

STRATEGIC PLAN

Goal III. Invest in infrastructure to improve community livability.

City Attorney Severino presented the staff report.

Councilmember Alarcón introduced her previous motion requesting an ordinance to fully repeal Measure PD , submit the matter to the voters, and to fully defer further implementation of Measure PD until the November 3, 2026 election results are certified. She commented on her prior opposition to Measure PD and its impact on residents. The motion did not receive a second.

Mayor Pro Tem Bishop discussed the City's 11.25% sales tax, emphasizing the importance of protecting local revenue, maintaining funding for law enforcement services, and exploring options to gradually reduce the tax rate while preserving the City's financi al stability, including adjusting the rate to be more consistent with neighboring cities.

Mayor Ohlsen explained that Measure PD authorized the city to increase its tax by one percent. The city immediately implemented a half of percent, deferred a quarter of percent to 28 or 29, and the second quarter percent to 29 or 30. Then Mayor Ohlsen made a motion to not implement the future money, leave the half of percent on the books and for now reject the future half of percent.

The City Council engaged in further discussion regarding available options, including deferring future Measure PD increases by resolution. The consensus was to defer the future implementation of the remaining Measure PD increases while continuing to evaluate additional options.

City Council Staff Report

TO: HONORABLE MAYOR AND CITY COUNCIL

FROM: OPERATIONS DEPARTMENT

SUBJECT: ADOPT RESOLUTION NO. CC 2026 -049, A RESOLUTION OF THE

CITY COUNCIL OF THE CITY OF PALMDALE RESTATING IN ITS

ENTIRETY THE CITY OF PALMDALE MASTER SCHEDULE OF

FEES AND PENALTIES AND REPEALING ALL PRIOR

ENACTMENTS INCONSISTENT WITH THIS RESOLUTION

RECOMMENDATION

1. Staff recommend that the City Council adopt Resolution No. CC 2026 -049, a Resolution of the City Council of the City of Palmdale restating in its entirety the City of Palmdale Master Schedule of Fees and Penalties and repealing all prior enactments inconsistent with this resolution.

BACKGROUND

The State Constitution authorizes cities to impose user and regulatory fees on services and activities . However, the fees may not exceed the estimated reasonable cost of providing the service or performing the activity.

Periodically, the City Council adopts Fee Resolutions, which 1) revise existing fees, rates, or charges; 2) establish new fees, rates, or charges; or 3) revise headings or descriptive language for existing fees for the City’s operating departments. Fee adjustments are necessary to keep pace with inflation and recover costs.

DISCUSSION

The proposed updates to the City of Palmdale Master Schedule o f Fees and Penalties are intended to ensure the fee schedule remains current, reflects the cost of providing services, and supports efficient administration across City operations.

The proposed revisions include a 3.8% adjustment to most City -imposed fees , consistent with the increase in the Consumer Price Index (CPI) for the Greater Los 678

Angeles area published by the U.S. Bureau of Labor Statistics between April 2025 and April 2026. Applying periodic CPI adjustments helps maintain the fee schedule over time and reduces the need for larger or more significant adjustments in future years. In addition to the annual CPI adjustment, selected fees are proposed for revision based on departmental evaluations of the resources required to provide specific services.

The Building and Safety, Engineering, and Traffic Divisions reviewed their fee schedules to improve consistency, simplify administration, and better align fees with the cost of providing services. Building and Safety completed a comprehensive cost -of-service analysis to identify fees that should be adjusted, consolidated, or eliminated, while the Engineering and Traffic updates reflect the staff time and resources required to review plans, process permits, perform inspections, and administer improvements wi thin the public right -of-way. Collectively, the proposed revisions improve cost recovery, modernize the fee schedule, and provide a clear, consistent framework for development- related services.

State law requires that new or increased fees and service cha rges be adopted by ordinance or resolution following a public hearing. Notice of the public hearing was published in the Antelope Valley Press on July 16, July 23, and July 30, 2026. In addition, written notice was provided at least 14 days before the publ ic hearing to interested parties who requested notification of meetings concerning new or increased development-related fees or service charges. The public was provided the opportunity to submit written comments and provide testimony at the regularly sched uled City Council meeting.

Staff recommend that the City Council adopt Resolution No. CC 2026-049, repealing all prior inconsistent fee resolutions and approving the revised City of Palmdale Master Schedule of Fees and Penalties, effective August 4, 2026.

FISCAL IMPACT

Resolution No. CC 2026-049, if adopted, would allow certain fee adjustments and policy implementation, resulting in increased revenues that offset the cost of providing services.

STRATEGIC PLAN

Goal II: Ensure long-term fiscal health of the City and maintain funding for services.

B. Manage resources, costs, and liabilities to ensure the City’s long-term fiscal health.

Resolution No. CC 2024 -096 was adopted on December 18, 2024, phasing in the implementation of Measure PD Transactions and Use Tax. Under Measure PD, a three- quarter-cent (3/4) increase took effect on April 1, 2025, while the remaining half-cent (1/2) was deferred, and would be phased in as follows: implementation and collection of one-quarter-cent (1/4) was deferred until January 1, 2028, and implementation and collection of the final one-quarter-cent (1/4) was deferred until January 1, 2029.
