Council Appointed Officers Committee
Report Type: SUPPLEMENTAL REPORT
Lead Department: Human Resources
Item 1
Meeting Date: September 22, 2025
Report #:2509-5233
TITLE
Executive recruitment process review for Council Appointed Office (City Attorney) including interviews and recommended selection of executive recruitment firm and feedback on recruitment content and process, with recommendation to City Council for approval
BACKGROUND
This report provides supplemental information regarding updated Attachment D to the original staff report, now Attachment A to this supplemental memo. No change to staff recommendation.
At the September 9, 2025 meeting, the City’s Human Resources team committed to provide an initial content-only draft brochure for the upcoming City Attorney recruitment as a time-saving effort. This draft gives the Council Appointed Officer (CAO) Committee and prospective executive-recruitment firms a strong baseline from which to develop marketing and advertising materials for this critical hire.
ANALYSIS
To prepare the draft brochure (Attachment D), staff reviewed recent and historical postings for executive-level recruitments within the City (Council Appointed Officer, Director, and Assistant Director). From this review, staff developed comprehensive Community, Department, and Compensation sections.
Drawing on recent regional City Attorney postings, internal stakeholder input, and City Charter expectations, staff also curated themes and options for the Candidate Profile section (often titled “Ideal Characteristics”). While no final direction is requested at this time, any initial preferences or priorities from the CAO Committee will help guide the selected firm as it builds the full brochure and conducts one-on-one stakeholder interviews.
As stated in the staff report, the CAO Committee determined it prudent to conduct interviews of the executive recruiter firms in order to select and recommend an executive recruiter to the City Council. During scheduling of the interviews on September 22, Peckham & McKenney
