Subject: Request for Review of Text Amendment to Support Expansion of Peninsula Healthcare Connection, Inc.
Since our inception, Peninsula Healthcare Connection (PHC) has proudly served as a lifeline to some of the most vulnerable members of our community, providing essential healthcare services to those in need. Our services have grown significantly to meet the expanding demand, but our current facility has become insuMicient in size to eMectively accommodate our patient base and service oMerings.
To address this critical need, we seek to expand our operations into the adjacent space at 51 Encina Avenue. This expansion is pivotal for PHC to continue delivering quality care to those who rely on us. To make this vision possible, we kindly request your review and approval of the attached text amendment that would enable us to leverage historic Transfer of Development Rights (TDRs) as a means of raising the necessary funds for this project.
On behalf of Peninsula Healthcare Connection, we are proposing a text amendment to the Palo Alto Municipal Code.
We are requesting that Historical Category 1 & 2 buildings outside CD zones and SOFA, specifically located in the CS zone, be granted the same benefits as those provided under Chapter 18.18.070(a)(3) regarding Floor Area Bonuses for Historic Rehabilitation.
We are thrilled to have secured a long-term, 40-year lease for this property from Sutter Health/Palo Alto Medical Foundation (PAMF) and are deeply grateful for this opportunity. Additionally, we are working pro bono with The Hayes Group on preliminary planning and design, and we extend our heartfelt thanks to both Sutter Health/PAMF and The Hayes Group for their generous support.
Thank you for your consideration of this request. We are eager to work together to help ensure that PHC can continue its mission of providing compassionate, accessible healthcare to those who need it most.
Sincerely,
Eileen Richardson
