BACKGROUND
The City Council heard this item for a first reading on March 16, 2026 and approved it on a 5-2, Lu, Lythcott-Haims no) vote. Staff have updated the ordinance to reflect the City Council’s direction on March 16, and it is now before the City Council for a second reading.
