SUPPLEMENTAL INFORMATION
This memorandum provides additional information regarding PFAS testing and GMAX performance monitoring associated with the proposed synthetic turf installation.
In February 2026, the city received testing results from the Stanford Palo Alto Community Playing Fields (Mayfield) project, which verified the manufacturer’s disclosure that the turf system does not contain intentionally added per- and polyfluoroalkyl substances (PFAS) in its formulation or manufacturing process. The City conducted independent laboratory testing using a lab accredited by the National Environmental Laboratory Accreditation Program (NELAP). It is important to note that there is currently no regulatory standard defining “PFAS- free,” and “non-detect” is not an established industry standard. Additionally, there are no PFAS specific regulatory requirements for synthetic turf systems.
The same turf product is proposed for installation at El Camino Park. While the City has confidence in the Mayfield testing results for this product, additional testing will be conducted on the specific product lot prior to installation to further verify material composition. This approach is consistent with the Turf Study’s direction for risk mitigation measures and reflects the City’s commitment to transparency and due diligence.
GMAX testing measures the hardness of the field surface and its ability to absorb impact, helping ensure the field remains safe for athletic use over time. While GMAX testing is included in the contractor’s maintenance and warranty provisions, the City will independently conduct routine testing using city owned equipment to ensure ongoing safety and compliance. Staff will continue to implement GMAX testing to monitor field performance and safety, including annual

testing with increased frequency as the field approaches the end of its useful life, consistent with the Turf Study recommendations.
