CITY COUNCIL
Staff Report
Report Type: ACTION ITEMS
From: City Clerk
Meeting Date: September 9, 2026
Report #:2608-6634
TITLE
Designation of Voting Delegate and Alternate for the League of California Cities 2026 Annual Conference, to be held September 23-25, 2026 in Anaheim, California; CEQA Status – Not a Project

RECOMMENDATION
Staff recommends the City Council consider attendees Mayor Veenker and Councilmember Lu and designate a voting delegate and an alternate voting delegate for the League of California Cities (Cal Cities) 2026 Annual Conference.

BACKGROUND
Cal Cities’ 2026 Annual Conference is scheduled for September 23-25, 2026 in Anaheim, California. Cal Cities will convene its member-driven General Assembly on September 25th as part of the conference. The General Assembly is an opportunity for city officials to participate directly in the development of Cal Cities policies. During the General Assembly, voting delegates debate and consider general and petitioned resolutions forwarded by the Resolutions Committee.

To cast a vote during the General Assembly, the City Council must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to. Voting delegates may be either an elected or appointed official. Voting delegates and alternates must be registered to attend the conference.

At this time, Mayor Veenker and Councilmember Lu are registered to attend the 2026 Annual Conference.

Additional information on Cal Cities’ voting designation and process and the 2026 proposed resolution are included as Attachments A and B, respectively. Council action on the voting delegate designation is advised by September 1; however, the City Clerk has confirmed with Cal Cities that action taken and submitted after September 1 will still be accepted.

Staff anticipates the designated voting delegate(s) to use the Council-approved Federal and State Legislative Guidelines1 to help inform the City’s position on item to be voted on at the General Assembly.

FISCAL/RESOURCE IMPACT
There is no fiscal impact associated with this item.

ENVIRONMENTAL REVIEW
This action is not a project under section 15378(b)(5) of the California Environmental Quality Act Guidelines (administrative activities that will not result in direct or indirect physical changes in the environment).
