1. Why are you interested in serving on the Stormwater
Management Oversight Committee and what experience
would you bring to the position?
1000
I would like to become more involved in Palo Alto’s city commissions and give back to a city I have lived in for nearly my entire life. Stormwater management is the kind of essential local infrastructure that residents often do not think about until something goes wrong, but it affects public safety, environmental quality, neighborhood flooding, creek health, and the long-term resilience of the city.

Professionally, I am an executive at a start-up, where my role requires evaluating complex systems, prioritizing limited resources, analyzing tradeoffs, listening to stakeholders, and making practical recommendations. I would bring that same structured, analytical approach to reviewing stormwater projects, programs, budgets, and maintenance priorities.

As a longtime Palo Alto resident, I also bring a strong personal interest in preserving the city’s livability and environmental health.

I would approach the role thoughtfully, with a focus on transparency, fiscal responsibility, and making sure stormwater investments are both technically sound and understandable to the public.

2. Please describe an issue that recently came before the Storm Drain Oversight Committee that is of particular
interest to you and describe why you are interested in it.

One issue of particular interest to me is the city’s ongoing investment in storm drain replacement, rehabilitation, pump station upgrades, and green stormwater infrastructure. These projects are important because Palo Alto has aging infrastructure, low-lying areas, and increasing pressure from heavier storm events and long-term climate risks.

I am especially interested in how the city prioritizes these capital projects. Stormwater improvements can be expensive, and the benefits are not always immediately visible to residents. That makes it important for the Committee to help ensure that projects funded by the Stormwater Management Fee are selected based on clear need, risk reduction, environmental benefit, and long- term cost effectiveness.

I am also interested in green stormwater infrastructure, such as bioretention and other systems that manage runoff closer to where it falls.

3. If you are appointed, what specific goals would you like to see the Storm Drain Oversight Committee achieve, and how would you help in the process?
I would like to see the Committee help Palo Alto make
stormwater planning more proactive, transparent, and resilient.

My first goal would be to ensure that stormwater fee revenues are clearly tied to high-priority projects that reduce flood risk, replace aging infrastructure, and improve water quality. Residents should be able to understand what is being funded, why it matters, and how success is measured.

Second, I would like the Committee to support more long-term planning around climate resilience, including heavier storms, sea level rise, and protection of low-lying neighborhoods.

Third, I would like to see continued exploration of green stormwater infrastructure where it is practical and cost-effective.

I would help by bringing a structured, analytical approach: asking clear questions, reviewing tradeoffs, listening to staff and residents, and helping translate technical issues into plain 3 of 4
language. My goal would be to be practical, prepared, and constructive.

4. Storm Drain Oversight Committee Members work with
the documents listed below. If you have experience with any of these documents, please describe that experience.

Experience with these documents is not required for
selection.
2017 Stormwater Management Fee Ballot Measure
2015 Storm Drain Master Plan
Sustainability & Climate Action Plan (2022)
Green Stormwater Infrastructure Plan (2019)
City of Palo Alto Annual Budget
I have not worked directly with these specific Palo Alto stormwater documents, but I am comfortable reviewing and working with the kinds of materials they represent: long-range infrastructure plans, public budgets, policy documents, sustainability plans, and project prioritization frameworks.

In my professional work, I regularly review complex technical and financial information, identify the key tradeoffs, ask clarifying questions, and help turn detailed plans into practical decisions.

That experience would translate well to reviewing the Storm Drain Master Plan, annual budget materials, and project lists funded by the Stormwater Management Fee.

I also have a strong personal interest in Palo Alto’s sustainability and climate resilience work, so I would be prepared to study these documents carefully before meetings. I would approach them with humility, diligence, and a focus on understanding how the city can best use limited resources to reduce flooding, protect water quality, and maintain essential infrastructure.

Application Questions

1. Why are you interested in serving on the Stormwater
Management Oversight Committee and what experience
I find stormwater related issues compelling. As an almost hidden aspect of urban infrastructure, stormwater management is rarely 2 of 4

in the news until disaster strikes and impacts are apparent. So staying ahead of potential disasters is critical. Stormwater management directly aligns with my experience in project management, water resources, water quality and groundwater management. Much of my more recent hands-on experience is with data driven financial auditing. Reviewing capital
improvement and monitoring expenditures align with my financial interests. Work done by the committee has been an excellent fit and gives me an opportunity to contribute back to the Palo Alto community.

2. Please describe an issue that recently came before the Storm Drain Oversight Committee that is of particular
interest to you and describe why you are interested in it. (BTW the way the committee name is: Stormwater Management Oversight Committee not Storm Drain Oversight Committee.) Over the last few years of serving on SWMOC I’ve learned so much about how capital projects and maintenance programs are managed and implemented. In particular, the process around Corporation Way Project planning and construction had some unique challenges. This project revealed much about the sometimes complex realities of updating public infrastructure near private or commercial property.

I’ve really enjoyed working with city staff and other committee members. I’ve also, as committee chair been honored to
participate in committee related workshops and presentations with members of the Palo Alto City Council.

3. If you are appointed, what specific goals would you like to see the Storm Drain Oversight Committee achieve, and how would you help in the process?
I would continue to work with committee members and city staff to move forward on the 2017 Stormwater Management Fee ballot measure goals. The ballot measure provides specific goals.

4. Storm Drain Oversight Committee Members work with
the documents listed below. If you have experience with any of these documents, please describe that experience.

2. Please describe an issue that recently came before the Storm Drain Oversight Committee that is of particular
interest to you and describe why you are interested in it.

The budget from the original 2017 ballot initiative ends in 2027, and there will most likely be a new ballot initiative soon. I think being a part of funding the next version of our stormwater infrastructure is very interesting.

3. If you are appointed, what specific goals would you like to see the Storm Drain Oversight Committee achieve, and how would you help in the process?
I would like to see the original budget and improvements through their completion, and hopefully work with local officials and the engineering team to get the funding correct for the next set of improvements.

Personal and Job Experience
Occupation Data Scientist, Inutitive Machines
Please list your relevant education, training, experience, certificates of training, licenses, and professional
registration. If describing work experience, please include company/employer name and occupation.

I hold a B.A. in Data Science from the University of California, Berkeley, with coursework in economics, statistics, data analysis, and organizational leadership. I currently work as a Data Scientist at Lanteris Space Systems in Palo Alto, where I use data analysis and visualization to support operational planning and decision- making. My previous professional experience includes roles at Ouster, Zebra Technologies, Applied Materials, Verizon Connect, and the Stanford Social Media Lab, where I developed experience in research, data-driven decision-making, project coordination, and working with cross-functional teams.

Please describe your involvement in community activities, volunteer and civic organizations, including dates and any offices held.

I have been involved in community and civic engagement through educational, research, and local government activities. From 2021–2023, I conducted research with the Stanford Social Media Lab focused on understanding social and civic issues through large-scale data analysis. More recently, I have become actively involved in Palo Alto civic affairs, including applying to serve on City boards and commissions and following local policy and community issues. I am particularly interested in contributing my professional background in data analysis and my perspective as a Palo Alto resident to projects that improve public spaces, recreation opportunities, and quality of life for the community.

Application Questions

1. Why are you interested in serving on the Stormwater
Management Oversight Committee and what experience
would you bring to the position?
1000
I am interested in serving on the Stormwater Management Oversight Committee because I value transparency,
accountability, and responsible use of public funds. As a Data Scientist, I regularly analyze costs, budgets, variances, and operational data to determine whether resources are being used effectively. I would bring that same analytical and detail-oriented approach to reviewing the Stormwater Management Fund and 2 of 3
ensuring expenditures align with the City’s commitments to residents.

2. Please describe an issue that recently came before the Storm Drain Oversight Committee that is of particular
interest to you and describe why you are interested in it.

I was particularly interested in the Committee’s discussion of the FY 2027 budget and whether available funding will be sufficient to complete the remaining stormwater capital projects. The Committee discussed how many project estimates date back to the 2015 Storm Drain Master Plan and may no longer reflect current construction costs. I find this especially interesting because my work as a Data Scientist involves analyzing costs and variances, and I would enjoy applying that same analytical approach to help ensure public funds are used responsibly and projects are planned realistically.

3. If you are appointed, what specific goals would you like to see the Storm Drain Oversight Committee achieve, and how would you help in the process?
If appointed, I would like to help ensure that stormwater funds are spent transparently, efficiently, and in accordance with the ballot measure. I would also like the Committee to closely track project costs as older estimates are updated and major projects move forward. I would contribute by using my data analysis experience to review budgets, actual expenditures, and cost variances and help identify areas that may require additional attention.

4. Storm Drain Oversight Committee Members work with

2017 Stormwater Management Fee Ballot Measure

Sustainability & Climate Action Plan (2022)

City of Palo Alto Annual Budget
I have some familiarity with these documents through following Palo Alto’s stormwater projects and reviewing the Committee’s recent budget discussions. I am particularly interested in the 2017 Stormwater Management Fee Ballot Measure, the 2015 Storm Drain Master Plan, and the City’s annual budget because they guide how projects are prioritized and funded. While I have not worked with these documents professionally, my background in data and cost analysis would help me review them carefully and understand their financial and operational implications.
