Dear City Council,
Please vote NO on advancing the East Meadow Hybrid. Its construction would require temporary shoofly tracks for at least five years. Please don’t spend more money and time in advancing a bad option. It’s better to leave Meadow crossing as is with full safety measures than spend a half a billion on a destructive plan that will ruin our neighborhoods. Running trains on Alma for a minimum of 5 years during construction is a really stupid idea! Please advance the East Meadow Underpass to the next design stage or don’t advance a plan at all. Box jacking eliminates the need for shoofly tracks and avoids building a 1.22-mile concrete berm and wall that is taller than the Berlin Wall in places.

Thank you for considering my views.

Subject: Suspend grade separations consulting expenditures, and reconsider the viaducts approach Date: Sunday, September 27, 2026 1:54:16 PM

(This Letter to the Editor appeared in the Palo Alto Daily Post, August 31, 2026, page 6; and was sent to the City Council and Transportation Department on September 2, 2026.

This message adds the attachment, "Viaducts Grade Separations for Palo Alto", updated with the August 2026 15% design costs and timeframes, reorganized, and with tables of contents.)
Our Palo Alto City Council should immediately suspend expenditures to consultants regarding grade crossings, and then reconsider viaducts.

Caltrain has announced that without the half-percent sales tax measure in November, they will have to cut back or even eliminate service entirely. A recent California High-Speed Rail Authority budget indicates that the Gilroy to San Jose section is as yet an unresolved multi-billion dollar project. So, the primary driver of grade separations, increased rail traffic, might never happen.

In the opinion of a recent Palo Alto City Council member, funding for the $1.5 billion project would not occur in the foreseeable future.

Altogether, any further expenditures on consultants may be totally wasted for a project that may never occur, and should be suspended until at least 2027.

If and when design work would restart, the viaducts option should be reconsidered at the top of the list. Viaducts will: be much less expensive; be less disruptive during construction; less risky in terms of cost and schedule; avoid property acquisitions; maintain current good vehicle traffic flow avoid flood risk; and avoid underground utility relocations.

Dear City Council,
Please vote NO on advancing the East Meadow Hybrid. Its construction would require temporary shoofly tracks for at least five years and would make living and travel intolerable for nearby residents.

i
Dear Rail Committee,
I still disagree with advancing the hybrid crossing at East Meadow. It's basically 80 percent, or so, in height compared to the viaduct option which the community resoundly rejected shortly after the CA High Speed Rail Authority announced their plans to elevate the tracks through most of not all of the city.

The Hybrid would mean an estimated 5 to 9 years of shoofly construction, with temporary Caltrain tracks, operating trains and catenary on Alma Street while Alma is reduced to one traffic lane in each direction. It would then leave a permanent raised railroad and wall condition along Alma.

The Underpass may avoid these impacts. Before Palo Alto makes this long-term commitment, please give the Underpass the engineering development needed for a fair comparison.

Please advance the Underpass at East Meadow.

Thank you.
