Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. SPECIAL EVENT APPLICATION OF THE LUNADA BAY HOMEOWNERS ASSOCIATION TO HOLD ITS HARVEST FESTIVAL AT LUNADA BAY PARK ON OCTOBER 15, 2023 Recommendation: That the City Council approve the Special Event Application submitted by the Lunada Bay Homeowners Association to host the LBHOA Harvest Festival on Sunday, October 15, 2023, from 2pm to 6pm. at Lunada Bay Park and the adjacent street of Via Anacapa.

CONSIDER APPROVAL OF LICENSE AGREEMENT FOR NONSTANDARD ENCROACHMENTS IN THE CITY RIGHT-OF-WAY FOR 844 VIA DEL MONTE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY Recommendation: That the City Council approve the License Agreement for encroachments in the city right-of-way for 844 Via Del Monte; and authorize the City Manager to execute the Agreement on behalf of the city.

5. PALOS VERDESS GOLF CLUB SOLAR PROJECT
Recommendation: That the City Council approve the installation of solar at the Palos Verdes Golf Club. Palos Verdes Golf Club will pay for the solar project of $1,530,897 out of their operating funds for this project and contract with Spreck Energy as the contractor for the full installation.

6. REVIEW CONSULTANT APPROACHES TO RESEARCH AND PREPARE FOR A POTENTIAL BALLOT MEASURE AND SELECT A CONSULTANT FOR SERVICE.
Recommendation: Review project approaches outlined in professional services proposals from NBS and Tripepi Smith and select a consultant for service.

7. RECEIVE AND FILE A REPORT ON THE PUBLIC COMMENTS REGARDING THE DRAFT HOUSING ELEMENT Recommendation: Receive and file a report on the public comments regarding the draft Housing Element and the public comments from the September 13, 2023, town hall meeting held at the Palos Verdes Golf Club.
