9. APPROVE AMENDMENT TO THE CONTRACT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF PALOS VERDES ESTATES AND JANA FRAZIER CONSULTING AND THE CONTRACT WITH CALIFORNIA CITY CLERK ADMINISTRATIVE SERVICES.
Recommendation: It is recommended that the City Council authorize the Mayor to sign the second Amendment to the Contract for Professional Services between the City of Palos Verdes Estates and Jana Frazier Consulting in order to increase the not-to-exceed amount from $50,000 to $100,000, and the first Amendment to the Contract for Professional Services between the City of Palos Verdes Estates and California Clerk Administrative Services in order to increase the not-to-exceed amount from $25,000 to $75,000.

10. RECEIVE A REPORT FROM THE CITY’S INDEPENDENT AUDITOR AND RECEIVE AND FILE THE ANNUAL COMPREHENSIVE FINANCIAL REPORT AND AUDITOR COMMUNICATIONS FOR THE FISCAL YEAR ENDED JUNE 30, 2023.
Recommendation: It is recommended that the City Council hear a report from staff on the City’s Annual Comprehensive Financial Report (ACFR) and accompanying Audit Reports for the period ending June 30, 2023.

DISCUSSION AND CONSIDERATION OF APPOINTMENT OF KERRY KALLMAN AS CITY MANAGER APPROVAL OF CITY MANAGER EMPLOYMENT AGREEMENT Recommendation: Adopt Resolution R-24-43 appointing Kerry Kallman as the City Manager of the City of Palos Verdes Estates and authorizing the Mayor to the sign attached employment agreement with Mr. Kallman.
