Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. 5. APPROVE AMENDMENT TO THE CONTRACT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF PALOS VERDES ESTATES AND
JANA FRAZIER CONSULTING
Recommendation: That the City Council authorize the Mayor to sign the third Amendment to the Contract for Professional Services between the City of Palos Verdes Estates and Jana Frazier Consulting in order to increase the not-to-exceed amount from $100,000 to $125,000.

6. AMENDED AND RESTATED CONCESSION AGREEMENT BETWEEN THE CITY OF PALOS VERDES ESTATES AND THE PALOS VERDES

Recommendation: Authorize the Mayor to execute the proposed Amended and Restated Concession Agreement (Attachment A) between the City of Palos Verdes Estates and the Palos Verdes Golf Club.

7. CONSIDER AND APPROVE PALOS VERDES GOLF CLUB 2024 PROPOSED BUDGET Recommendation: It is recommended that the City Council Approve the Palos Verdes Golf Club's (PVGC) proposed operating and capital budgets and the proposed schedule of dues and fees as submitted by the PVGC.

8. MALAGA COVE STATUS INTRUSION AND SUBSURFACE INVESTIGATION Recommendation: Staff recommends that the City Council receive an update on the Malaga Lane water intrusion and subsurface investigation and provide directions to staff.

9. RESOLUTION TO AWARD A PROFESSIONAL SERVICES AGREEMENT TO WOOD RODGERS, INC. FOR THE CITYWIDE DRAINAGE MASTER PLAN, IN AN AMOUNT NOT TO EXCEED $520,885, WHICH INCLUDES THE BASE PROPOSAL OF $495,885 PLUS $25,000 FOR ADDITIONAL PROJECT EXPENDITURES (CONTINGENCY), WHICH IS APPROXIMATELY 5% OF CONTRACT AMOUNT OF $495,885; APPROPRIATE $121,000 NEEDED FOR DESIGN, PROJECT MANAGEMENT AND CONTINGENCY, FROM UNENCUMBERED GENERAL FUND FOR CAPITAL PROJECTS; AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS IN FINAL FORM AND FORMAT AS APPROVVED BY THE CITY ATTORNEY.
Recommendation: That the City Council adopt the Resolution to:
1. Award a professional services agreement to Wood Rodgers, Inc. for the Citywide Drainage Master Plan (City Project No. PW-705-23). in the amount not to exceed $520,885, which includes the base proposal of $495,885 plus $25,000 for additional project expenditures (contingency), which is approximately 5% of the contract amount of $495,885; and
2. Appropriate $121,000 needed for design, project management and contingency from unencumbered General Fund for Capital Projects; and
3. Authorize the City Manager to execute all contract documents in final form and format as approved by the City Attorney.
