6. ADOPT A RESOLUTION TO APPROVE THE PLANS AND SPECIFICATIONS FOR THE FISCAL YEAR 2024-2025 ANNUAL SLURRY SEAL PROJECT (PW-711-24); AWARD A CONSTRUCTION CONTRACT TO AMERICAN ASPHALT SOUTH, INC. IN THE AMOUNT OF $938,000; APPROVE ADDITIONAL CONSTRUCTION EXPENDITURES NOT TO EXCEED $93,800, WHICH IS APPROXIMATELY 10% OF THE CONSTRUCTION CONTRACT AMOUNT; AUTHORIZE THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS; AND AUTHORIZE THE CITY CLERK TO RECORD THE NOTICE OF COMPLETION UPON ACCEPTANCE OF THE WORK BY THE PUBLIC WORKS DIRECTOR Recommendation: Staff recommends that the City Council adopt Resolution R25-19 to:

7. ADOPTION OF A RESOLUTION AUTHORIZING THE APPROVAL OF THE "ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017" PROPOSED PROJECT LIST Recommendation: That the City Council:
1. Adopt Resolution R25-17 authorizing the approval of the "Road Repair and Accountability Act of 2017 (Senate Bill 1)" Proposed Project List for the City of Palos Verdes Estates; and
2. Direct the City's Public Works Director to submit the Project List and supporting documentation to the California Transportation Commission (CTC).

9. CONSIDER PROFESSIONAL SERVICES AGREEMENT WITH MNS TO CONTINUE TO PROVIDE SENIOR PLANNER AND ASSISTANT PLANNER LEVEL PROFESSIONAL CONTRACT PLANNING SERVICES FOR FY 2025-26 Recommendation: That the City Council approve the Professional Services Agreement (PSA) with MNS for $241,193 to fund professional contract planning services for the Senior Planner for 12 months and Assistant Planner level for 3 months for fiscal year 2025-26 and authorize the City Manager to execute the PSA for FY 2025-26.
