REGULAR MEETING OF JUNE 23, 2026

MAYOR'S REPORT - MATTERS OF COMMUNITY INTEREST
Mayor Kemps announced that he, and Councilmember Quinn, would participate in an informal community discussion hosted by the Lunada Bay Homeowners Association on June 27, 2026. The event was described as an opportunity for residents to engage in a casual conversation regarding City matters, upcoming initiatives, and other topics of community interest.

The Mayor also reported, with deep regret, the passing of longtime resident and dedicated community volunteer Karen Logan. He shared personal remarks regarding her kindness and service to the community and recognized her many contributions to Palos Verdes Estates through numerous volunteer efforts. Mayor Kemps noted that Ms. Logan's passing is a significant loss to the City and extended condolences to her family, friends, and all those whose lives she touched.

CITY MANAGER'S REPORT
City Manager Kallman provided updates on several City initiatives, including the launch of the community survey regarding future parcel tax options, ongoing implementation of the City's new citizen request and work-order management system, preparations for the Fourth of July community celebration and regional fireworks awareness campaign, and the upcoming Malaga Cove summer concert series. He also highlighted the success of the City's internship program, which includes local high school and El Camino College students serving in various departments, and shared positive feedback regarding a bicycle safety training event held at City Hall.

Police Chief Helling reported that the City continues to experience positive public safety trends, including a significant decrease in residential burglaries compared to the same period in 2025. He noted that while larceny-related crimes have increased, the rise is primarily attributable to identity theft, financial fraud, and electronic crimes rather than traditional property theft. The Chief also reported that emergency response times remain below established goals, all 911 calls were answered within ten seconds during May, and traffic collisions continue to trend upward. He credited the strong partnership between the Police Department, Neighborhood Watch volunteers, and the community for contributing to the City's overall public safety success and recognized the contributions of the late Karen Logan to those efforts.

John Williams Commented on upcoming parcel tax discussions, pension obligations, city facilities, and survey structure. He encouraged development of a measure capable of achieving voter support.
