PARADISE TOWN COUNCIL
SPECIAL MEETING – 5:15 PM – September 9, 2025
1. OPENING
The Special meeting of the Paradise Town Council was called to order by Mayor Crowder at 5:16 p.m. in the Council Chambers located at 5555 Skyway, Paradise, California who led the Pledge of Allegiance to the Flag of the United States of America.
COUNCIL MEMBERS PRESENT: Greg Bolin, Steve “Woody” Culleton, Heidi Lange, Ronald Lassonde and Steve Crowder, Mayor.
COUNCIL MEMBERS ABSENT: None
STAFF PRESENT: Acting Town Manager/Police Chief Eric Reinbold, Town Attorney Scott E. Huber, Town Clerk/Elections Official Melanie Elvis, Human Resources and Risk Management Director Crystal Peters, and Information Systems Director Luis Marquez.
At 5:16 p.m. Mayor Crowder announced that the Town Council would adjourn to Closed Session for the following items:
2. CLOSED SESSION
2a. Pursuant to Government Code Section 54957, the Town Council will hold a closed session to consider the appointment, employment, evaluation of performance, discipline, and/or dismissal of the Town Manager.
Closed Session was recessed for the Regular Town Council meeting at 6:00 p.m.
At 10:00 p.m. Mayor Crowder announced that the Town Council would adjourn back to Closed Session.
After reconvening from Closed Session at 10:50 p.m., Town Attorney Scott E.
Huber announced the following:
1. The Council approved an agreement for interim Town Manager services with Michael O'Brien. The motion was made by Council Member Culleton and seconded by Mayor Crowder. The vote was unanimous in the affirmative approving the agreement. A copy of the agreement can be obtained from the Town Clerk effective immediately.
2. In addition, the Council approved an agreement for temporary acting town manager services with Eric Reinbold. The agreement provides for an increase in base salary of 10% for the time served in the acting Town Manager position as well as a one-time deposit of 120 hours to Reinbold’s vacation balance. The motion was made by Council Member Lange and seconded by Mayor Crowder.
The vote was unanimous in the affirmative. A copy of the agreement can be obtained from the Town Clerk effective immediately.
3. ADJOURNMENT
Mayor Crowder adjourned the Special Town Council meeting at 10:52 p.m.
