PARADISE TOWN COUNCIL
SPECIAL MEETING – 2:00 PM – June 24, 2026
1. OPENING
The Special meeting of the Paradise Town Council was called to order by Mayor Crowder at 2:00 p.m. in the Council Chambers located at 5555 Skyway, Paradise, California who led the Pledge of Allegiance to the Flag of the United States of America.
COUNCIL MEMBERS PRESENT: Greg Bolin, Steve “Woody” Culleton, Heidi Lange, Ronald Lassonde and Steve Crowder, Mayor.
COUNCIL MEMBERS ABSENT: None
STAFF PRESENT: Town Manager Jennifer Macarthy, Town Clerk/Elections Official Melanie Elvis, Finance Director/Town Treasurer Aimee Beleu, Assistant Town Manager/Public Works Director/Town Engineer Marc Mattox, Community Development Director Susan Hartman, Community Development Director Tony Lindsey, Recovery and Economic Development Director Colette Curtis, Human Resources & Risk Management Director Crystal Peters, Information Services Director Luis Marquez, Police Chief Eric Reinbold, and Fire Chief Jason Finney.
2. COUNCIL CONSIDERATON
2a. Town Manager Jennifer Macarthy and Finance Director/Town Treasurer Aimee Beleu presented an overview of financial management tools, funding sources, General Fund expenditure drivers and General Fund revenues for the 2026/2027 Town of Paradise fiscal year proposed budget.
Town Clerk/Elections Official Melanie Elvis presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Town Clerk Department.
Town Manager Jennifer Macarthy presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Town Manager’s office.
Information Technology Director Luis Marquez presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Information Systems Department.
Human Resources & Risk Management Director Crystal Peters presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Human Resources Department.
Finance Director/Town Treasurer Aimee Beleu presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Finance Department.
Police Chief Eric Reinbold presented an overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Paradise Police Department and Animal Control.
Deputy Fire Chief Jason Finney overview of the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Fire Department.
Community Development Director Susan Hartman presented the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Community Development Department.
Assistant Town Manager/Public Works Director/Town Engineer Marc Mattox presented the accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year budget affecting the Engineering, Public Works and Fleet.
Colette Curtis presented an overview of the proposed Recovery and Economic Development and Business and Housing budgets
accomplishments, goals and anticipated fiscal changes for 2026/2027 fiscal year.
Finance Director/Town Treasurer Aimee Beleu presented an overview of Successor Agency to the Paradise Redevelopment Agency budget.
1. Alexendra Bern spoke in favor of ranked-choice voting and its effect on the budget for the general municipal election.
3. ADJOURNMENT
Mayor Crowder adjourned the Council meeting at 3:42 p.m.
