If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council whether in-person, via email or by teleconference.

13. APPROVAL AMENDMENT NO. 1 TO THE AGREEMENT WITH SOUTHWEST PATROL, INC. FOR NEIGHBORHOOD PATROL SERVICES
Recommended Action: Approve Amendment No. 1 to the
Agreement with Southwest Patrol, Inc. for private security patrol service from February 18, 2024 through June 30, 2024, in an amount not to exceed $110,880, and authorize the Mayor or her designee to execute the agreement.

Comprehensive Financial Report for Fiscal Year Ended June 30, 2023.
19. APPROVAL TRAFFIC CONTROL PLAN FOR 5K/1K EVENT AND CONTRACT
FOR TRAFFIC CONTROL SERVICES
Recommended Action:
A. Approve the proposed traffic control plan for the 5K/1K event.
B. 1) Appropriate an additional $9,050 from the available General Fund Balance; and 2) Award the contract for the Traffic Control Services to Statewide Traffic Safety and Signs, Inc. DBA Statewide Safety Systems, Santa Ana,
California, in the amount of $55,355, and authorize the Mayor or her designee to execute the agreement.
20. APPROVAL AGREEMENT WITH VIDIFLO, LLC FOR AUDIO SYSTEM
RENOVATION AT THE PARAMOUNT PARK GYMNASIUM
Recommended Action: Approve the agreement with Vidiflo, LLC in the amount of $47,435 for the renovation of the audio system at the Paramount Park Gymnasium and authorize the City Manager to execute the agreement.

Committee on Community Aesthetics; and 2) Approve the
Mayor’s appointment of two members of the City Council to this Ad Hoc Committee.
