SUBJECT: RESIDENTIAL OBJECTIVE DESIGN STANDARDS

BACKGROUND
On November 28, 2023, the City Council approved a professional services agreement with Moore Iacofano Goltsman, Inc. (MIG) to develop Residential Objective Design Standards for the City. Objective Design Standards are the requirements that would apply to certain eligible residential projects and make them more predictable and easier to interpret for decisionmakers, staff, applicants, and members of the public.

The purpose of Objective Design Standards is for applicants to know beforehand what requirements apply to a proposed development and for the applicant to be able to design a project that meets those requirements before submittal. As the State limits local review of certain housing types – including accessory dwelling units (ADUs), SB 9 projects, qualified multifamily housing on church-owned property – to only the use of objective standards, it is important to have Objective Design Standards in place.

This evening and prior to an ordinance being ready for review and adoption at a future date, MIG is providing a look at an in-progress draft Objective Design Standards. In this joint meeting of the City Council and Development Review Board, Laura Stetson, Principal at MIG along with her staff, will review Objective Design Standards concepts.

Feedback from this joint meeting will be incorporated into the design standards prior to formal public hearings.

DISCUSSION
The City’s goal for Objective Design Standards is to meet State law and ensure the longstanding objective of constructing and maintaining quality housing developments.

Elements of Objective Design Standards are site design, building design, architectural styles and materials, and open space and landscaping. The Objective Design Standards will be prepared as an integral part of the Zoning Code (Title 17 of the Municipal Code).

This scope will accommodate community engagement and produce Objective Design Standards that will inspire a high level of housing design. A community engagement program to identify preferred outcomes and confirm engagement goals and expectations is underway. Once complete, the Objective Design Standards will be developed into an Agenda Report April 23, 2024
