If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council whether in-person, via email or by teleconference.

Recommended Action: Approve the City Council meeting minutes of April 9, April 23 (Joint meeting with the Development Review Board), and April 23, 2024.

CITY YARD RESTROOM RENOVATION (CITY PROJECT NO.
9375)
Recommended Action: 1) Appropriate an additional $50,000 from the available General Fund balance and; 2) Award the contract for the City Yard Restroom Renovation (City Project No. 9375) to Corral Construction & Development, Inc., Commerce, CA in the amount of $363,363 and authorize the Mayor or her designee to execute the agreement.
16. APPROVAL PARADE PERMIT APPLICATION FOR HYNES D.E.S. INC. – JUNE 23, 2024
Recommended Action: Approve the parade permit application with the understanding that Hynes D.E.S. Inc. will reimburse the City approximately $2,475, acquire appropriate liability insurance, and contract with a third-party motorcade agency to provide eight motorcade units for the event.

B. Read by title only and adopt Resolution No. 24:012 – Declaring the City’s Intention to Levy and Collect
Assessments within Landscaping and Maintenance
Assessment District No. 81-1 for FY 2024-2025 and Setting a Time and Place for a Public Hearing.
19. APPROVAL EMERGENCY APPROVAL OF PROFESSIONAL SERVICES

Recommended Action:
A. Approve an agreement with SOFFA Electric, Inc. in the amount of $83,200 for water well programming services in a form approved by the City Attorney.
B. Approve an agreement with Pureflow Filtration Div. in the amount of $21,000 for treatment system coordination related to Well 16 (City Project No. 9116) in a form approved by the City Attorney.

20. PUBLIC HEARING ORDINANCE NO. 1186/ZONE CHANGE NO. 248 8225 ALONDRA BOULEVARD
Recommended Action: Read by title only, waive further reading, introduce Ordinance No. 1186, “Approving a request by Dr. Eugene Allen to repeal Ordinance No. 717/Zone Change No. 147 and adopt Ordinance No. 1186/Zone Change No. 148 for 8225 Alondra Boulevard in the PD-PS (Planned Development with Performance Standards) zone in the City of Paramount,” and place it on the May 28, 2024 agenda for adoption.
21. APPROVAL HOME IMPROVEMENT PROGRAM GUIDELINES UPDATE Recommended Action: Approve the proposed changes to the Home Improvement Program guidelines.
22. PUBLIC HEARING ADOPTION OF THE FISCAL YEAR 2024-2025 ONE-YEAR
ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS

Recommended Action: Conduct a public hearing; adopt the OneYear Action Plan (FY 2024-2025); and authorize the City Manager, or designee, to execute and submit all required certifications and related documents and agreements to implement the One-Year Action Plan in compliance with HUD regulations.

Recommended Action: Award the contract for the Dills Park Renovation – New Restroom project (City Project No. 9259) to 3M Construction Corporation, Anaheim, California, in the amount of $213,975.12, and authorize the Mayor or her designee to execute the agreement.
