5:04 p.m. in the Council Chamber at City Hall, 16400
Colorado Avenue, Paramount, California.

1. DISCUSSION
Introduction of the Fiscal
Year 2024 2025
Proposed Budget

Following City Manager Moreno’s introduction,
Finance Director Sao provided an overview of the
Proposed Fiscal Year (FY) 2024-2025 Budget,
including a detailed review of the City’s revenues,
expenditures and fund balance.

Assistant Community Services Director Guillen gave a
report and presented a PowerPoint presentation
providing an overview of the community promotion and
organization funding budget.
Public Safety Director Matson provided a detailed
overview of the public safety department budget
including sworn and non-sworn personnel, code
enforcement and other public safety services.
Mayor Delgadillo recessed the meeting at 6:34 p.m.
The meeting was reconvened at 6:56 p.m.
Public Works Director Figueroa and Community
Services Director Johnson reviewed the capital
improvement project that will be carried over from the
prior fiscal year.
Public Works Director Figueroa presented a detailed
overview of the FY 2024-25 proposed capital
improvement projects budget and the public works
department operating budget.
Planning Director Carver presented the Planning
Department budget including Building and Safety
Services.
City Clerk Luce presented an overview of the City
Council, City Attorney and City Manager/Clerk
department budgets.
Assistant City Manager Chavez presented an
overview of the administrative services and human
resources budget.
Lasty, Finance Director Sao presented an overview of
the finance department operating budget including
municipal support services.
During the budget review, there was discussion
regarding the Care Solace program, the lack of funding
the City receives from Measure H to address
homelessness, the City’s window bar enforcement and
rebate program and the status of construction of Well

It was moved by Vice Mayor Lemons and seconded by
Councilmember Cuellar Stallings to meet on Tuesday,
June 11, 2024 for further review and adoption of the
Fiscal Year 2024-2025 Proposed Budget. The motion
was passed by the following roll call vote:
AYES: Councilmembers Aguayo, Olmos,
Cuellar Stallings; Vice Mayor Lemons;
and Mayor Delgadillo
NOES: None
ABSENT: None
ABSTAIN: None
COMMENTS/COMMITTEE REPORTS
Ther were no comments or comments from the
members of the City Council.
City Manager Moreno congratulated Public Works
Manager Michelle Muller on her graduation from
California State University Long Beach.

REDEVELOPMENT AGENCY – NEW BUSINESS

The proposed Successor Agency for Redevelopment
Agency budget was presented during the presentation
of the City budget.
It was moved by Vice Mayor Lemons and seconded by
Councilmember Cuellar Stallings to meet on Tuesday,
June 11, 2024 for further review and adoption of the
Fiscal Year 2024-2025 Proposed Budget. The motion
was passed by the following roll call vote:
AYES: Councilmembers Aguayo, Olmos,
Cuellar Stallings; Vice Mayor Lemons;
and Mayor Delgadillo
NOES: None
ABSENT: None
ABSTAIN: None
COMMENTS/COMMITTEE REPORTS

ADJOURNMENT
There being no further business to come before the
City Council, Mayor Delgadillo adjourned the meeting
at 8:07 p.m. The next meeting will be held on May 28,
2024 at 5:00 p.m. in the Auditorium at Paramount Park
Community Center, 14400 Paramount Blvd.,
Paramount, CA.
