SUBJECT: AMENDING RESOLUTION 19:045 PERTAINING TO THE FREQUENCY
OF THE COMMUNITY-WIDE PARKING COMMITTEE MEETINGS
BACKGROUND
On December 17, 2019, the City Council adopted Resolution No. 19:045 establishing the Community-Wide Parking Committee (Parking Committee). The Parking Committee is comprised of the Public Safety Chair and Vice Chair, and the Public Works Chair and Vice Chair. In terms of staffing, the Parking Committee includes the Public Safety, Public Works, and Planning Directors, and the City’s Traffic Engineer. The Parking Committee is governed under the Brown Act and holds meetings on a quarterly basis. The focus of the Community-Wide Parking Committee is to recommend short-term, mid-term, and long-term parking strategies that address the City’s on-street parking issues in a costeffective manner to the Paramount City Council.
On October 19, 2021, the City Council adopted Resolution No. 21:033 amending the frequency of the Community-Wide Parking Committee meetings from a monthly to a quarterly basis. This change was made to allow staff more time to adequately evaluate resident-raised neighborhood impacts, prepare implementation strategies for parking solution recommendations, and conduct public outreach in areas where issues were identified.
Due to declining attendance at several recent meetings, staff is recommending that the Parking Committee meetings be held on an as-needed basis rather than a quarterly basis.
DISCUSSION
Addressing on-street parking impacts remains a top priority for the City. To meet this priority, staff requires that the public provide input to help identify neighborhoods with specific parking concerns and relay feedback on proposed parking solutions.
Unfortunately, attendance and resident feedback at Community-Wide Parking Committee meetings has diminished significantly over the past year. At the July 2023 Parking Committee meeting, four residents were in attendance and only one provided input; in October 2023, no residents attended or provided input; and in January 2024, two residents attended and neither provided input. Due to this decrease in attendance, the Agenda Report May 28, 2024
RESOLUTION NO. 24:014 Page 2
Parking Committee has not been able to gain input and support from residents for the implementation of parking strategies or identify any new specific neighborhoods of need.
This has inhibited the Parking Committee’s ability to maintain a consistently productive quarterly meeting schedule.
Public Outreach
Staff has made several attempts to increase attendance at Parking Committee meetings.
These efforts include mailing notices to residents in the affected area, canvassing the neighborhood with flyers, hosting a Neighborhood Watch meeting prior to the event, and holding the Parking Committee meetings at local facilities to make attendance more convenient. Even with these outreach efforts, attendance still remains extremely low.
Proposal
Holding meetings on an as-needed basis once public impacts are identified would enhance the Committee’s problem-solving function by creating a schedule that is issuedriven instead of time-reliant. It would also better serve the community by allowing the public adequate time to provide input regarding local parking issues and mitigation measures. Additionally, the new frequency would utilize City resources in a more effective and efficient manner, as staff time would be allocated directly towards identified parking concerns with demonstrated community investment in response and remediation efforts.
Alternatively, the City Council could choose to dissolve the Parking Committee and direct staff to funnel any future neighborhood parking concerns through the already established monthly meetings of the Public Works and Public Safety Commissions. Should the City Council desire this course of action, staff would utilize all outreach efforts to encourage residents to attend meetings.
FISCAL IMPACT
None.

SUBJECT: APPROPRIATION OF AN ADDITIONAL $50,000 FROM THE EPA FUND IN FISCAL YEAR 2023-2024 FOR CONTINUED AIR MONITORING
BACKGROUND
From 2016 to 2021, the South Coast Air Quality Management District (SCAQMD), sampled the ambient air in the City. When SCAQMD ended the air monitoring in 2021, the City assumed responsibility for this task and contracted with a private ambient air quality provider. The City applied for, and was awarded, a grant by the United States Environmental Protection Agency (EPA) in the amount of $319,754.00 to maintain the air monitoring program. The program is intended to measure and monitor possible community pollutant exposure to hexavalent chromium and to ensure metal-related businesses are not emitting this pollutant at harmful levels.
DISCUSSION
In March 2023, the City Council approved an award of contract for three years to Trinity Consultants, Inc., for continued sampling of air in five Paramount locations. The contract was for a total sum of not to exceed $311,644 of which $145,000 was appropriated in the Fiscal Year 2023-2024 Planning Department budget. Due to unexpected costs incurred by the decision to add one additional air monitoring site, an increase of $50,000 from the EPA fund is being requested to cover the costs through the remainder of the fiscal year.
The sixth monitor is located on Garfield Avenue at Jackson Street and was placed there at the recommendation of our air consultant due to some elevated samples of hexavalent chromium.
The EPA grant funding has allowed the city to continue its air monitoring program without the use of general funds for a two-year period, which will carry us through April 2025. Staff is proactively pursuing additional grants that may be available to fund this program and will report back to the City Council at the Midyear Budget Review with options for funding, should the City Council desire to continue with the air monitoring program.
Agenda Report May 28, 2024
APPROPRIATION FROM EPA FUND Page 2
FISCAL IMPACT
To continue the air monitoring program through the end of the current fiscal year, the appropriation of an additional $50,000 in funding from the available EPA Fund balance is required to be approved for FY 2023-2024. The total air monitoring program budget in FY 2023-2024 will be $195,000. The EPA Fund balance of $124,754 will be appropriated in Fiscal Year 2024-2025. This amount is estimated to fund the air monitoring program through April 2025.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decisionmaking.
The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No 1: Safe Community - Provide a safe place to live, work, and visit. 4: Environmental Health - Promote, protect, and enhance a healthy, sustainably built, and natural environment.
RECOMMENDED ACTION
Approve the appropriation of an additional $50,000 from the EPA Fund for continued ambient air monitoring in Fiscal Year 2023-2024.
