SUBJECT: TREASURER’S REPORT FOR THE QUARTER ENDING DECEMBER 31, 2024
BACKGROUND
The City’s Finance Department is responsible for managing the cash and investment portfolio for the City, Successor Agency for the Paramount Redevelopment Agency, and Paramount Housing Authority. The City’s investment policy was last revised and adopted on June 11, 2024. The California Municipal Treasurers Association (CMTA) certified that the investment policy of the City of Paramount complies with the current State statutes governing the investment practices of local government entities located within the State of California. The City’s primary investment objectives are to preserve the safety of principal, maintain an adequate level of liquidity, and maximize investment income while remaining consistent with the other more important objectives.
DISCUSSION
As of December 31, 2024, the City’s portfolio totaled $71,258,910. This was composed of $11,213,405 in liquid balances and $60,045,505 in investments. For the quarter, the total interest received was approximately $421,310.
The City maintains its liquid balances mainly in the California Asset Management Program (CAMP) Pool account to take advantage of the higher interest rate that averaged
4.88%, while LAIF averaged 4.62% for this quarter. The CAMP account has a same day liquidity similar to LAIF.
The investments, which include agencies, treasuries, and certificates of deposits, have a par value of $61,137,000 with an average yield of 4.19% and maturity dates ranging from one month to five years. The City’s investments are purchased and held until maturity.
For the quarter ending December, one investment matured.
The City’s investment portfolio is in compliance with the City’s Investment Policy and has sufficient cash flow from a combination of liquid balances, maturing securities, and income to meet the City’s expenditure requirements for the next six months.

SUBJECT: CHARGEPOINT EV CHARGING STATION MAINTENANCE/SERVICE
AGREEMENT AND EQUIPMENT PROCUREMENT FOR DILLS PARK
BACKGROUND
As the City continues to implement climate adaptation strategies outlined in the Climate Action Plan (CAP), staff is frequently looking for projects tailored to climate resiliency adaptation. As identified in the CAP, Measure TR1: Support Fuel-Efficient, and Alternative Fuel Vehicles, the strategies include increasing the number of electric vehicle (EV) charging stations within the City. The City currently has two (2) charging stations available, with a total of four (4) ports, for public use at the Substation and City Hall. The City is actively looking for opportunities such as the Southern California Edison (SCE) Charge Ready Program, to further our CAP goals.
In 2021, the City applied and subsequently received approval to participate in the SCE Charge Ready Program for Paramount Park and Progress Park. As it applies to government entities, the Charge Ready Program allows government agencies with public parking to apply for participation in the program, where SCE will provide all electrical infrastructure work, leaving the installation of the equipment and ongoing maintenance up to the City to manage.
DISCUSSION
Paramount Park & Progress Park
As part of this initiative, the City recently installed 12 charging stations (most with dual ports), for a total of 22 new charging ports available to the public for use. Of these 12 stations, five (5) dual stations were installed at Paramount Park, while five (5) dual stations and two (2) single stations were installed at Progress Park. These charging stations are pending activation and the establishment of a maintenance agreement with our current service provider, ChargePoint. In 2019, the City had executed a master service agreement with ChargePoint for the City Hall and Substation locations. ChargePoint will include the additional park locations as part of the service agreement, following the same terms and conditions.
Agenda Report February 11, 2025
CHARGEPOINT MAINTENANCE/SERVICE AGREEMENT Page 2
The maintenance period for Paramount Park and Progress Park will be for five (5) years and will align with the current agreement terms that service our existing stations, including a cloud-based plan to view real-time data and system access for addressing any immediate issues with any station. The maintenance period for Dills Park is for three (3) years, to align with the Air Quality Management District (AQMD) AB 2766 funding guidelines. The City will continue to use ChargePoint as the team of experts for troubleshooting issues that may arise with any station, along with providing smaller-scale equipment repairs.
Due to the upcoming construction and material staging for the West Santa Ana Branch (WSAB) Phase 2 trail project that will traverse through the northernmost section of the Paramount Park parking lot, activation of the EV charging stations at Paramount Park will be temporarily placed on hold and not available for public use until construction is complete and the parking lot is accessible. Staff recommends approval of the ChargePoint service agreement for Paramount Park to take advantage of the lower rate, and ChargePoint has agreed to activate the agreement only after construction has been completed.
Dills Park
As part of the improvements desired at Dills Park (CIP No. 9259), four (4) dual EV charging stations will be installed at the parking lot that is currently under construction. The City will purchase EV equipment with specifications similar to the other City EV charging stations and establish a maintenance agreement once operable. The maintenance agreement will be for a term of three (3) years, providing the same technical support and services currently in place at our existing stations.
Fees for New Stations
As we establish these new charging stations for public use, the cost for usage will be identical to the current rate at our existing stations. The current cost is $0.20/kWh, which averages to an estimated $4.14 for (2) hours of use.
FISCAL IMPACT
The following table represents the costs as it relates to each location:
EXPENSE COST
5-year maintenance service for Paramount Park $ 20,700.00 5-year maintenance service for Progress Park $ 21,423.00 EV equipment for Dills Park $ 28,501.65
3-year maintenance service for Dills Park $ 15,796.00
Total $ 86,420.65
Staff is requesting an appropriation of $86,450, for which $44,300 will come from Air Quality Management District (AQMD) AB 2766 funds for the purchase of the EV equipment and 3-year service agreement for Dills Park, and $42,150 will come from a combination of SCE Charge Ready Program reimbursements and Capital Project Fund.
Agenda Report February 11, 2025
CHARGEPOINT MAINTENANCE/SERVICE AGREEMENT Page 3
Funding for the Dills Park EV equipment and service agreement will be allocated to the Dills Park Renovation Project (CIP No. 9259); funding for the maintenance agreement for the Progress Park and Paramount Park locations will be allocated to the EV Charging Stations for Edison Charge Ready project (CIP No. 9393).
To note, the city received a $29,000 payment via the SCE Charge Ready Program, which will be used to offset the maintenance cost specific to the Paramount Park site, and the remainder of the funds will be applied to partially offset the cost of future maintenance services. Staff anticipates receiving additional funding from the SCE Charge Ready Program for the Progress Park location, and the funds will be used to offset the maintenance cost when funding is received.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No 4: Environmental Health and Strategic Outcome and No 5: Attractive and Well-Maintained Infrastructure - Develop and maintain City-owned infrastructure, parks, facilities, and amenities that enhance quality of life and the attractiveness of the community.
RECOMMENDED ACTION
1) Appropriate $86,450, for which $44,300 will come from Air Quality Management District (AQMD) AB 2766 funds for the purchase of the EV equipment, and $42,150 will come from Capital Project Fund to cover the service maintenance costs; and 2) Authorize the City Manager or his designee to execute service agreements with ChargePoint, Inc. for Paramount Park, Progress Park, and Dills Park, and procure EV charging equipment for Dills Park.

12.42.090, 12.42.140, AND 12.42.160 OF THE PARAMOUNT MUNICIPAL
CODE, REVISING REGULATIONS FOR MOBILE FOOD VENDORS TO
FURTHER EXTEND MOBILE VENDING HOURS AND UPDATE MOBILE
FOOD VENDOR PERMITTING AND OPERATION REQUIREMENTS IN
THE CITY OF PARAMOUNT
BACKGROUND
This item is a request for the City Council to approve the introduction of Ordinance No. 1196, approving revised regulations for mobile food vendors to further extend mobile vending hours and update mobile food vendor permitting and operation requirements citywide. On December 17, 2024, the City Council discussed recommended revisions and provided direction regarding changes to the ordinance.
In October 2020, the City Council adopted Ordinance No. 1137, which updated the food truck ordinance (last updated in 1996) to better align with the city’s regulations and needs.
DISCUSSION
At the direction of the City Council following a discussion last month, the following is a summary of the proposed updates.
Public Roadways
• Maximum time at one location on a public roadway – Maximum five hours (extended one hour).
• Time allocated for hours of operation – Monday through Sunday, 8:00 a.m. to 10:00 p.m. (extended one hour).
• Identifying and defining “street blocks” – Clearly defining what constitutes a “street block” would more accurately determine where a mobile food vendor is permitted to locate/relocate, ensuring compliance and minimizing confusion in vendor placement.
Agenda Report February 11, 2025
ORDINANCE NO. 1196 Page 2
• Defining restaurants – Section 12.42.080 of the Municipal Code requires a 500-foot separation between vending vehicles on the public roadway and a licensed restaurant.
The 500-foot distance from food truck to a restaurant is intended to include cafes and tea shops and is better explained as such.
Private Properties
• Maximum time at one location on private property – Maximum six hours (extended one hour).
• Time allocated for hours of operation – 12:00 p.m. to 10:00 p.m. (extended one hour) • Property owner authorization – Section 12.42.090 of the Municipal Code requires a property owner or authorized representative to provide written authorization for a food truck operator to vend at a particular location. The proposed change clarifies that business owner approval cannot substitute for property owner authorization.
Public Roadways and Private Properties
• Distance between mobile food vendors – Ensure that an adequate and safe distance of at least 100 feet is maintained between (1) licensed food truck and another licensed food truck; and (2) licensed food truck and a licensed sidewalk vendor to promote smooth pedestrian flow, minimize congestion, and adhere to safety regulations. This distance will avoid the clustering of food trucks, which can create bottlenecks and hinder access. By maintaining appropriate spacing, clear access to both food trucks and sidewalk vending areas is ensured, while also preventing any obstruction of walkways or emergency routes.
FISCAL IMPACT
None.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity, and guidelines; and provide the framework for policy decisionmaking. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 1: Safe Community - Provide a safe place to live, work, and visit.
RECOMMENDED ACTION

WHEREAS, the Paramount City Council, pursuant to its police power, may adopt regulations to protect the health, safety, and welfare of the public under California Constitution Article XI, Section 7 and California Government Code Section 37100; and WHEREAS, the City of Paramount recognizes that the sale of any commodity from a vehicle or to a person in a vehicle on any major traffic arterial in said City peculiarly adds to the local traffic congestion, delay, and hazard to life and property; and WHEREAS, the City of Paramount recognizes that the sale of any commodity from a vehicle stopped or parked within a privately owned property burdens vehicular and pedestrian traffic flow through the property, particularly within parking lots and drive aisles, thereby adding delay, disrupting business, and adding hazard to life and property; and

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PARAMOUNT AMENDING THE ADMINISTRATIVE FINE SCHEDULE
FOR SOCIAL HOST FIREWORKS VIOLATIONS UNDER CHAPTER 8.12
OF THE PARAMOUNT MUNICIPAL CODE
BACKGROUND
In 2002, the City Council adopted Ordinance No. 937, which updated the City fireworks regulations. Ordinance No. 937 introduced restrictions to address issues related to illegal fireworks and the misuse of Safe and Sane fireworks. Prior to this ordinance, the City’s fireworks code only regulated the permitting of fireworks stands.
In January 2020, the City Council adopted Resolution No. 20:001. This resolution authorized the issuance of citations for the possession, use and sale of illegal fireworks, as well as the illegal use of Safe and Sane fireworks. Additionally, it introduced a Social Host violation for properties hosting illegal fireworks activity.

RESOLUTION NO. 25:002 Page 2
DISCUSSION
In January 2025, staff presented to the City Council options to amend the current administrative fine schedule for illegal fireworks activity. Staff highlighted the recently implemented use of dashcams by LASD deputies during the City’s Fourth of July fireworks suppression efforts. This enforcement tool has significantly increased the detection of Social Host violations, enabling deputies to cover more ground within the City while enhancing officer safety. This approach also holds property owners and tenants accountable for illegal fireworks activity.
Analysis
City staff conducted an analysis of fireworks fine schedules for five neighboring cities, focusing on fine categories, fine amounts, and escalations for repeat offenders. Below is the data that staff gathered:

Lakewood $1,000 No Change No Change N/A N/A
Norwalk $2,000 $3,000 $4,000 $2,000 $2,000
Paramount $2,000 No Change No Change $5,000 $250
Findings
While the City’s current fine schedule aligns with neighboring cities for most categories, the Social Host violation is notably lower. In addition, cities like Bellflower and Norwalk have also shifted towards dashcam enforcement on Fourth of July. Given the success of the dashcam enforcement approach in other jurisdictions, increasing the fine for Social Host violations aligns with best practices and emphasizes the City’s zero tolerance policy for illegal fireworks.
Proposal
To balance financial feasibility for residents with the need to deter illegal fireworks activity in the City, staff is proposing to increase the Social Host violation fine from $250 to $1,000.
This adjustment reflects the seriousness of hosting illegal fireworks activity while remaining less punitive than the $2,000 fines imposed by neighboring cities like Bellflower and Norwalk.
Agenda Report February 11, 2025
RESOLUTION NO. 25:002 Page 3
FISCAL IMPACT
There is no fiscal impact, as there is no change to the fireworks suppression effort allocated budget.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES

The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. APPROVAL OF PLANS AND SPECIFICATIONS, AWARD OF
CONTRACT, AND FINDING THE PROJECT EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO THE
CLASS 1 CATEGORICAL EXEMPTION
BACKGROUND
The Civic Center Fountain is the main entrance to City Hall from Paramount Boulevard.
Its proximity to Paramount Boulevard and the Downtown area, serves as a visitor attraction during City events such as the Heritage Festival and annual tree lighting ceremony. This area is also a popular destination during the holidays, with the decorative lighting on the palm trees and Hay Tree, as well as extensive décor throughout the walkway paths, making it ideal for photo opportunities for Paramount residents and visitors alike.
Given the aging infrastructure and the need for repairs, the City entered into contracts for professional design services with architects Jones & Madhavan and Studio One Eleven in 2023 to refresh the appearance and aesthetics of the Civic Center Fountain area. The conceptual design was presented to the City Council in November 2023 and January 2024. After receiving Council approval on the conceptual design, staff subsequently worked with the consultants to prepare the bid package to solicit proposals for construction.
DISCUSSION
On December 19, 2024, the City published the Request for Proposals in the Paramount Journal and on the City’s website.
On Tuesday, January 28, 2025, the Director of Public Works opened and examined the bids for the Civic Center Fountain Project. The bids were opened at 10:00 AM at the City Hall Chambers.
Agenda Report February 11, 2025
AWARD OF CONTRACT (CITY PROJECT NO. 9276) Page 2
Four (4) bids were received and analyzed for completeness of the required documentation, licensing, Department of Industrial Relations registrations, and other requirements. Upon review of the proposals, the apparent low, responsible bid was deemed to be ARC Construction, Inc., in the amount of $1,921,563.28 for the base bid schedule, plus additive bid schedule.
A formal bid protest letter (attached) was submitted by ARC Construction, Inc., requesting the rejection and disqualification of Cosine Construction, LLC’s bid proposal. During the bid analysis and proposal review process, the City of Paramount determined that the bid proposal submitted by Cosine Construction, LLC, is deemed non-responsive for (1) inconsistent bid amounts, (2) failure to meet self-performance requirements of 51% of the contract, and (3) failure to have the appropriate contractor license (C-10 Electrical Contractor License) to complete the work.
Cost
The following is a breakdown of the estimated project construction costs:
Project: $ 1,921,563.28
Contingency (10%): $ 192,156.33
Total: $ 2,113,719.61
Plans and Specifications
The plans and specifications for this project are on file in the City Clerk’s office at City Hall, 16400 Colorado Avenue, Paramount, CA 90723. Approval of the plans and specifications for design criteria is in adherence to Government Code requirements and confirms that the plans have been prepared in conformance with applicable standards.
California Environmental Quality Act (CEQA) Analysis
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to the Class 1 Categorical Exemption as it involves exterior remodeling of an existing structure without any significant expansion of the existing use.
FISCAL IMPACT
A total of $1.5 million was budgeted for construction in the Capital Improvement Project (CIP No. 9276), for which $1.2 million is Capital Project Fund and $300,000 in Measure A funding. Since the project will continue through FY 2025-26, the remaining $613,750 will be incorporated as part of the FY 2025-26 budget using Capital Project Funds.
