If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. • E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.

Recommended Action: Accept the work performed by Estate Design and Construction, Inc., Los Angeles, CA, for the Spane Park Facility Improvement project and authorize payment for the retention.
3. APPROVAL ENGINEERING DESIGN SERVICES FOR THE ALONDRA BOULEVARD WIDENING PROJECT (CITY PROJECT NO. 9136)
Recommended Action: 1) Appropriate $618,100 in Measure R (I710 Early Action) funding to the Alondra Boulevard Widening project (City Project No. 9136) for design; and 2) Approve final engineering design services by Willdan Engineering for the Alondra Boulevard Widening project (City Project No. 9136).

Recommended Action: Adopt Resolution No. 25:003 approving the renewal of the General Services Agreement with the County of Los Angeles through June 30, 2030 and authorize the Mayor or her designee to execute the agreement.

TO INCORPORATE A NEW HOLIDAY (JUNETEENTH)
Recommended Action: Adopt Resolution No. 25:005 amending the City’s Personnel Manual to incorporate a new holiday (Juneteenth).

PARAMOUNT APPOINTING PAUL ESPINOZA AS INTERIM
FINANCE DIRECTOR AND APPROVAL OF AN EMPLOYMENT
AGREEMENT
Recommended Action: Adopt Resolution No. 25:006 appointing Paul Espinoza as Interim Finance Director and authorize the City Manager to execute the employment agreement.
8. APPROVAL AMENDMENT NO. 1 TO AGREEMENT WITH STUDIO ONE
ELEVEN FOR PROFESSIONAL DESIGN SERVICES FOR THE
CIVIC CENTER FOUNTAIN PROJECT (CITY PROJECT NO. 9276
Recommended Action: 1) Appropriate $33,500 from the Capital Project Fund; and 2) Approve Amendment No. 1 to the agreement with Studio One Eleven for an additional $33,500 for a revised notto-exceed total amount of $73,478 for additional professional design services related to the Civic Center Fountain project, and authorize the City Manager, or designee, to execute the Amendment.

APPROVAL OF PLANS AND SPECIFICATIONS, AWARD OF
CONTRACT, AND FINDING THE PROJECT EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO
THE CLASS 11 CATEGORICAL EXEMPTION
Recommended Action: 1) Approve the plans and specifications as detailed in the bid documents, with respect to design criteria; 2) Find the project exempt from CEQA; and 3) Award the contract for the City Hall Parking Lot project to ARC Construction, Inc., La Crescenta, California in the amount of $930,873.16, and authorize the Mayor or her designee to execute the agreement.

11. APPROVAL AGREEMENT WITH STUDIO ONE ELEVEN FOR
CONSTRUCTION AND DESIGN PLANS FOR THE CENTURY
GREENWAY PROJECT
Recommended Action: 1) Approve the design concept plan
provided by Studio One Eleven for the Century Greenway project; and 2) Approve an agreement with Studio One Eleven in the amount of $161,800, and an additional $16,180 in contingency funds, for construction drawing design services, for the Century Greenway project and authorize the Mayor or her designee to execute the agreement.

Recommended Action: 1) Receive oral report regarding the proposed amendment; 2) Approve the Fourth Amendment to the Amended and Restated City Manager Employment Agreement
between the City of Paramount and John Moreno; and 3) Adopt Resolution No. 25:007 Amending the Full Time Salary Schedule.
