Planning Commission
From: John Moreno, City Manager
By: John King, AICP, Planning Director
Date: March 25, 2025
SUBJECT: CLEARWATER SPECIFIC PLAN UPDATE

BACKGROUND
The City Council adopted the original Clearwater East Specific Plan by ordinance in 1987.

Clearwater East is a 68-acre area south of Rosecrans Avenue, west of Paramount Boulevard, north of Somerset Boulevard, and east of the Union Pacific Railroad. A comprehensive update to the Clearwater East Specific Plan, renamed the Clearwater Specific Plan, is underway with Moore Iacofano Goltsman, Inc. (MIG) as a consultant.

On January 28, 2025 the Planning Department and MIG staff provided an update to the City Council regarding the draft Clearwater Specific Plan. The update was provided in response to public comments during the December 17, 2024 City Council meeting from Beau Bianchi, representing Modern Development Company (owner of the properties where the Paramount Swap Meet, Paramount Drive-in Theatres, and Bianchi Theatres operate).

During the January 28 City Council meeting, the City Council requested a follow-up meeting dedicated to this topic to listen to Modern Development Company’s concerns and suggestions. A joint meeting with the Planning Commission has been scheduled accordingly.

DISCUSSION
Modern Development Company, the primary landowner in the Clearwater Specific Plan area with a sizable amount of vacant land, is looking ahead to future development. While development will likely be phased over multiple decades, the corporate ownership has identified potential changes to the Clearwater Specific Plan update as previously presented.

During the discussion this evening, Beau Bianchi and his architectural consultant (Architects Orange) will detail their requested changes, including an increase in housing density, shifting proposed land use zones, reducing parking requirements, and reducing the minimum size of housing units. While Modern Development is seeking higher housing densities (housing units per acre), they are comfortable with maintaining a maximum of 2,000 housing units within the Clearwater Specific Plan area.

The discussion will also include a more detailed explanation of their request for transfer of development rights (TDR) within the Clearwater Specific Plan area.

FISCAL IMPACT
