SUBJECT: CLEARWATER SPECIFIC PLAN UPDATE

BACKGROUND
This discussion item is a follow-up to the joint City Council and Planning Commission meeting held on March 25, 2025 regarding the development of the Clearwater Specific Plan.

On January 28, 2025, the Planning Department and MIG staff provided an update to the City Council regarding the draft Clearwater Specific Plan. The update was provided in response to public comments during the December 17, 2024 City Council meeting from Beau Bianchi, representing Modern Development Company (owner of the properties where the Paramount Swap Meet, Paramount Drive-in Theatres, and Bianchi Theatres operate).

During the January 28th City Council meeting, the City Council requested a meeting dedicated to the Clearwater Specific Plan to listen to Modern Development Company’s concerns and suggestions.

The joint City Council meeting with the Planning Commission on March 25, 2025 provided a brief discussion regarding transfer of development rights (TDR) and a summary of a preliminary land use plan as previously presented. Following the staff presentation, Beau Bianchi and Glenn Man (Principal, Architects Orange) explained their requests for further modification of the plan. In addition to TDR, Modern Development is requesting higher density, reduced building setbacks, reduced minimum housing unit sizes, reduced parking requirements, and reduced open space requirements. Mr. Man provided graphic examples of multifamily housing types.

While Modern Development is seeking higher housing densities (housing units per acre), they have committed to maintaining a maximum of 2,000 housing units within the Clearwater Specific Plan area.
