2:06 p.m. in the Council Chamber at City Hall, 16400
Colorado Avenue, Paramount, California.

Councilmember Brenda Olmos
Vice Mayor Peggy Lemons
Mayor Annette C. Delgadillo
Absent: Councilmember Vilma Cuellar Stallings
It was moved by Vice Mayor Lemons and seconded by
Councilmember Aguayo to excuse Councilmember
Cuellar Stallings’ absence. The motion was passed by
the following roll call vote:
AYES: Councilmembers Aguayo, Olmos;
Vice Mayor Lemons; and
Mayor Delgadillo
NOES: None
ABSENT: Councilmember Cuellar Stallings
ABSTAIN: None

PUBLIC COMMENTS
The following individuals addressed the City Council
concerning the item listed on this agenda: Pat West,
Consultant (on behalf of Modern Development).
Additionally, a written correspondence was received
from Kendra Carney Mehr on behalf of the Modern
Development Company (MDC). Copies were provided
to City Council.

OLD BUSINESS
1. DISCUSSION
Clearwater Specific Plan
Update

Planning Director King gave a presentation on the draft Clearwater Specific Plan and the options for changes
requested by the Modern Development Company.
Following lengthy discussion, including input from the
representatives on behalf of Modern Development,
and with City Council concurrence, the City Council
provided substantial direction to staff regarding
parking requirements, setbacks, open space
requirements and minimum unit size.
With regard to the matters involving density, minimum
setback from the rail corridor, and transfer of
development rights, the City Council directed staff to
schedule another meeting to further discuss those
matters.
ADJOURNMENT
There being no further business to come before the
City Council, Mayor Delgadillo adjourned the meeting
at 3:58 p.m. to a meeting on April 8, 2025 at 6:00 p.m. in the Council Chamber at City Hall, 16400 Colorado
