Public Comments: Members of the public wanting to address the City Council, either during public comments or for a specific agenda item, or both, may do so by the following methods:

If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. Give your completed card to a staff member and when your name is called, please go to the podium provided for the public. • E-mail: [email protected]
• E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.
Any document distributed to a majority of the City Council regarding any item on this agenda after distribution of the agenda packet will be made available in the City Clerk’s office during normal business hours at City Hall located at 16400 Colorado Ave., Paramount, CA 90723. 2. APPROVAL ENCROACHMENT AGREEMENT WITH CHEVRON PIPELINE
RELATED TO THE WEST SANTA ANA BRANCH (WSAB)
BIKEWAY TRAIL (CITY PROJECT NO. 9932)
Recommended Action: Authorize the City Manager to execute the encroachment agreement between the City and Chevron Pipeline for the West Santa Ana Branch (WSAB) bikeway trail project in a form approved by the City Attorney.
3. APPROVAL ADDITIONAL APPROPRIATION FOR REPAIR AND
REPLACEMENT OF THE ART STATUES AT PARAMOUNT POND
AND CITY HALL MEMORIAL PLAZA
Recommended Action: Appropriate an additional $28,305 from the Art Fund for the necessary repairs and recasting of the damaged/stolen bronze statues by National Sculptors' Guild, for a total amount not to exceed $105,195.
4. APPROVAL AMENDMENT NO. 3 TO THE AGREEMENT WITH PSOMAS FOR
PROFESSIONAL ENVIRONMENTAL AND ENGINEERING
DESIGN SERVICES FOR THE WEST SANTA ANA BRANCH
(WSAB) BIKEWAY TRAIL - PHASE II PROJECT (CITY PROJECT
NO. 9932)
Recommended Action: Approve Amendment No. 3 to the
agreement with Psomas for an additional amount not to exceed $212,460 for engineering design services and authorize the Mayor to execute the Amendment.

8. APPROVAL PURCHASE AND SALE AGREEMENT FOR ACQUISITION OF HAY TREE PROPERTY (APNS 7102-027-019 & 020) AND
CONVEYANCE OF ACCESS EASEMENT TO PARAMOUNT
GENERAL HOSPITAL
Recommended Action: Approve the attached purchase and sale agreement for the Hay Tree Property, including the access easement; and authorize the City Manager to make additional minor edits to the draft easement that do not increase the purchase price until it is finalized.
