Public Comments: Members of the public wanting to address the City Council, either during public comments or for a specific agenda item, or both, may do so by the following methods:

If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. Give your completed card to a staff member and when your name is called, please go to the podium provided for the public. • E-mail: [email protected]
• E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.
Any document distributed to a majority of the City Council regarding any item on this agenda after distribution of the agenda packet will be made available in the City Clerk’s office during normal business hours at City Hall located at 16400 Colorado Ave., Paramount, CA 90723. Recommended Action: Approve the City Council meeting minutes of August 12 and August 26, 2025.
5. APPROVAL REGISTER OF DEMANDS – AUGUST 2025 (CITY)
Recommended Action: Approve the Register of Demands for August 2025.
6. APPROVAL APPROPRIATION FOR THE SOUTHEAST GATEWAY LINE (SGL) PROJECT FOR FISCAL YEAR 2025-26
Recommended Action: 1) Approve an increase to the FY 2025-26 City Council Adopted Budget to recognize $240,763 in Metro PassThrough revenue for the Southeast Gateway Line (SGL) project, and 2) Approve an appropriation of $240,763, based on the Metro funding agreement to the FY 2025-26 budget for staff and consulting support services.

Recommended Action: Adopt Resolution No. 25:031 approving the installation of a disabled parking space on El Camino Avenue, north of San Carlos Street (6657 San Carlos Street).

ZONING MAP OF THE CITY OF PARAMOUNT TO ALLOW FOR
THE DEVELOPMENT OF 17 SINGLE FAMILY RESIDENTIAL
DWELLING UNITS AT 16635, 16675, AND 16683 PARAMOUNT
BOULEVARD IN THE CITY OF PARAMOUNT; AND FINDING THE
PROJECT CONSISTENT WITH A PREVIOUSLY ADOPTED
AMENDMENT TO A MITIGATED NEGATIVE DECLARATION
UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
(CEQA)
Recommended Action:
A.) Adopt Resolution No. 25:030, a Resolution of the City Council of the City of Paramount approving General Plan Amendment No. 25-2, approving a request by Gold Key Development, Inc. to change the General Plan land use designation from MixedUse Commercial and Senior Assisted/Independent Living Facility to Mixed-Use Commercial and Multiple-Family
Residential for the properties located at 16635, 16675, and 16683 Paramount Boulevard; and finding the project consistent with a previously adopted amendment to a mitigated negative declaration under the California Environmental Quality Act (CEQA) guidelines.
B.) Read by title only, waive further reading and introduce Ordinance No. 1204, an Ordinance of the City Council of the City of Paramount amending Ordinance No. 178, the
comprehensive Zoning Ordinance, approving Zone Change
No. 252, and changing the official Zoning Map of the City of Paramount from PD-PS (Planned Development with
Performance Standards)/Mixed-Use Commercial and Senior
Assisted/Independent Living Facility to PD-PS/Multiple-Family Residential to allow for the development of 17 single-family residential dwelling units at 16635, 16675, and 16683
Paramount Boulevard in the City of Paramount and finding the project consistent with a previously adopted amendment to a mitigated negative declaration under the California
Environmental Quality Act (CEQA) Guidelines; and place it on the September 23, 2025 agenda for adoption.
