Public Comments: Members of the public wanting to address the City Council, either during public comments or for a specific agenda item, or both, may do so by the following methods:

If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. Give your completed card to a staff member and when your name is called, please go to the podium provided for the public. • E-mail: [email protected]
• E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.
Any document distributed to a majority of the City Council regarding any item on this agenda after distribution of the agenda packet will be made available in the City Clerk’s office during normal business hours at City Hall located at 16400 Colorado Ave., Paramount, CA 90723. 11. APPROVAL CONSIDERATION OF AGREEMENTS FOR RAPID RESPONSE
SUPPORT RELATING TO THE RECENT CYBERSECURITY
INCIDENT: APPROVAL OF THIRD AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT WITH INFINITY
TECHNOLOGIES AND RATIFICATION OF AGREEMENTS WITH
CONSTANGY, BROOKS, SMITH & PROPHETTE AND
CYBERREASON
Recommended Action: 1) Approve a budget adjustment in the amount of $203,400 necessary to fund the services provided in response to the cybersecurity incident; 2) Approve the Third Amendment to the Agreement with Infinity Technologies for related cybersecurity incident response and investigation/restoration services and authorize the City Manager to execute the
amendment; and 3) Ratify the executed contracts with Constangy, Brooks, Smith and Prophete LLP (Constangy) and Cybereason for related legal counsel and forensics investigation services.
12. APPROVAL DRIVEWAY EXPANSION PROGRAM GUIDELINES
Recommended Action: Approve the Driveway Expansion Program guidelines.

Recommended Action: Introduce Ordinance No. 1215 and set a public hearing date of February 10, 2026, at 6:00 p.m. for consideration of adoption of Ordinance No. 1215.
15. APPROVAL AMENDMENT NO. 1 TO THE AGREEMENT WITH HAMILTON ARCHITECTS, INC.
Recommended Action: 1) Approve and authorize the City
Manager or his designee to execute Amendment No. 1 with Hamilton Architects, Inc., extending the term through October 1, 2026, for the completion of the design services and construction documents of the Paramount Saw Historical Museum/Community Meeting Room Project, (CIP Project No. 9550).
NEW BUSINESS
16. REPORT ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) FOR FISCAL YEAR ENDED JUNE 30, 2025
Recommended Action: It is recommended that the City Council receive and file the Annual Comprehensive Financial Report (ACFR) for Fiscal Year (FY) ending June 30, 2025, and related communications.
