Public Comments: Members of the public wanting to address the City Council, either during public comments or for a specific agenda item, or both, may do so by the following methods:

If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. Give your completed card to a staff member and when your name is called, please go to the podium provided for the public. • E-mail: [email protected]
• E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.
All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.
Any document distributed to a majority of the City Council regarding any item on this agenda after distribution of the agenda packet will be made available in the City Clerk’s office during normal business hours at City Hall located at 16400 Colorado Ave., Paramount, CA 90723. In addition, such documents will be posted on the City’s website at www.paramountcity.gov/government/city-council/meeting-agendas-minutes/.

3. APPROVAL AMENDMENT NO. 3 TO THE AGREEMENT WITH RDC-S111, INC. FOR PROFESSIONAL DESIGN SERVICES RELATED TO
THE CIVIC CENTER FOUNTAIN UPGRADE PROJECT (CITY
PROJECT NO. 9276)
Recommended Action: 1) Approve a budget adjustment in the amount of $7,000 in Capital Project Funds for the Civic Center Fountain Upgrade (City Project No. 9276); and 2) Approve Amendment No.3 to the agreement with Studio One Eleven for a revised not-to-exceed total contract amount of $103,878 for specified design services (City Project No. 9276); and authorize the City Manager, or designee, to execute the Amendment.
4. APPROVAL AGREEMENTS WITH CRAFTWATER ENGINEERING, INC. FOR
DESIGN OF THE PROGRESS PARK STORMWATER CAPTURE
PROJECT AND JOHN L. HUNTER ASSOCIATES (JLHA) FOR
PROJECT MANAGEMENT SERVICES - FUNDED BY THE SAFE,
CLEAN WATER (SCW) PROGRAM (CITY PROJECT NO. 9692)
Recommended Action: 1) Approve a budget adjustment in the amount of $470,000 in Regional Measure W Funds for the Progress Park Stormwater Capture Project; 2) Approve an agreement with Craftwater Engineering, Inc. in the amount of $1,735,471 for design services; 3) Approve an agreement with John L. Hunter Associates (JLHA) in the amount of $50,000 for specified project management services; and 4) Authorize the Mayor, or designee, to execute the agreements and any related documents necessary to implement the project. (City Project No. 9692)

Recommended Action: Receive and file the calendar year 2025 General Plan Annual Progress Report and direct Planning and Building Department staff to file said report with the Governor’s Office of Planning and Research and the California Department of Housing and Community Development (HCD).
