If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance. Give your completed card to a staff member and when your name is called, please go to the podium provided for the public. • E-mail: [email protected]
• E-mail public comments must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.

ENVIRONMENTAL IMPACT REPORT, AND ADOPTION OF A
MITIGATION MONITORING AND REPORTING PROGRAM,
CEQA FINDINGS, AND A STATEMENT OF OVERRIDING
CONSIDERATIONS; (3) APPROVAL OF GENERAL PLAN
AMENDMENT NO. 26-1 FOR CONSISTENCY WITH THE
SPECIFIC PLAN; AND (4) APPROVAL OF ZONING ORDINANCE
TEXT AMENDMENT NO. 40 TO INCORPORATE THE

Recommended Action: 1) Adopt Resolution No. 26:020, certifying the Final Environmental Impact Report for the Clearwater Specific Plan, including Resolution No. 26:015/General Plan Amendment No. 26-1 and Ordinance No. 1218/Zoning Ordinance Text
Amendment No. 40; adopting findings of fact pursuant to the California Environmental Quality Act; approving a Mitigation Monitoring and Reporting Program; and adopting a Statement of Overriding Considerations; 2) Adopt Resolution No. 26:015, approving a General Plan Amendment No. 26-1 to the Paramount General Plan to provide consistency with new Mixed-Use Town Center, Town Residential, Flex District, and Neo Industrial Zones; and allow an increase in development capacity in the
comprehensive update to the Clearwater East Specific Plan in the City of Paramount; and 3) Read by title only, waive further reading, introduce Ordinance No. 1218, “AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARAMOUNT APPROVING ZONING
ORDINANCE TEXT AMENDMENT NO. 40, ADOPTING THE
CLEARWATER SPECIFIC PLAN, REPEALING AND REPLACING
CHAPTER 17.88 OF THE PARAMOUNT MUNICIPAL CODE IN ITS
