REPORT TO THE CITY COUNCIL
SUBJECT:
Public Hearing, Second Reading and Adoption of Ordinance Adding Chapter 6.21 to Parlier Municipal Code Regarding Organic Waste.
RECOMMENDATION:
Conduct public hearing, adopt ordinance.
BACKGROUND:
The Legislature has mandated to adoption of an ordinance requiring most persons or businesses that generate any form of solid waste recycle what is known as organic waste - essentially food waste - and dispose of that in a separate bin or container for that purpose.
The proposed ordinance requires that food and other similar waste for most residents and businesses must be recycled by requiring homeowners and businesses to segregate that waste from the other waste is a separately provided receptacle. The receptacle is collected and its contents disposed of in the usual manner by Mid Valley Disposal LLC (Mid Valley), and affected customers are provided with the necessary separate receptacle for that purpose by Mid Valley pursuant to the terms of the Franchise Agreement that exists between the City and Mid Valley. The ordinance simply provides the additional bin for newly required recycled material and imposes the obligation to process that waste on Mid Valley. It includes fines for failure to comply, which are not enforceable until 2024.
RECOMMENDATION:
Conduct public hearing, adopt ordinance.
