February 1, 2020 the information was to be posted and here we are 2023 and still not posted.
Mayor Beltran - This is an internal problem that needs to be addressed by the city manager. I will be putting this on the next agenda for discussion.
Humberto Gomez - Complained about council's stiffen.
Juan Montano - informed Council of a lady threatening to have a vehicle or trailer hauled away for selling it on private property.
Mayor Beltran - Will have the City Attorney look into it and have an update next meeting.
Noe Hernandez- requesting information on names of certain officers.
Mayor Beltran - informed him he could set a meeting with city manager.
Eva Beltran staff in charge of events - Informed Council and audience that there will be a 16th of September celebration at Heritage Park from 5 p.m. to 9 p.m. There will be Food vendors, Folklorico Dancers, DJ dancing and entertainment from the Parlier Academy kids. 5. SUBJECT: Surplus older police units with minimal economic value.
Staff requested City Council to approve recommendation to surplus older police patrol units. Older patrol units with high mileage customarily require a great deal of maintenance at an added expense in excess of the overall value of the vehicle. In addition, because police department parking space is limited, improved parking conditions can be achieved through the removal of older patrol units.
M/S/C: Motion to surplus older police units with minimal economic value by Garza, 2nd by Solorio, Vote: 5-0 and carried.
6. SUBJECT: Continued Public Hearing - City Council to consider a cannabis regulatory permit for Element 7 Parlier LLC.
PUBLIC HEARING:
a. Mayor Beltran opened the Public Hearing
b. Public input/testimony for or against.
Humberto Gomez Is against Element 7 in Parlier and suggests Council vote no.
Sandra Alvarez - Did some research spoke with many of Element 7 employees and they Many positive things about Firebaugh. There building is nowhere near any other building.
So, you would not be able to smell cannabis odor. Element 7 is not closing any of them nor do they intend to close any of their stores. They have an extensive training program That they put their employees through. Things that have been said at the council meetings Are not true.
Trino Pimentel what concerns him is the city is giving away water to Greenbriar. If Element 7 is coming into Parlier the Council has to make sure they don't make the same Mistakes as with Greenbriar. Based on what Sandra said | think we should give them a Shot.
Dorothy Ornales a resident of Parlier was out of order when she spoke on another matter that had nothing to do with Element 7.
Mr. Black from Element 7 informed that Greenbriar is an outdoor cultivation, Element 7 Is a green house indoor facility which is different from an outdoor facility? City Attorney Neal Costanzo explained the difference between a resolution and a Contract.

BRIEF COMMENTS: COUNCIL COMMUNICATIONS/COMMENTS:
CITY MANAGER: Sonia Hall
CITY ATTORNEY: Neal Costanzo
CITY COUNCIL:
Mayor Beltran is disappointed because Molina and Solorio e-mailed a letter to the GSA and it was not worded incorrectly. Mayor wants this letter on the record.
Molina did say the letter was sent to the GSA by her and Solorio and that they could not speak for the other council members. They sent the letter because they were not aware of an ordinance.
Mayor Pro Temp S. Rodriguez is looking forward to the 16 th of September Mexican Independence Celebration. I just would like for notification of the events to be out sooner for promotional purposes and gives everyone a chance to plan ahead of time. I did not know about this letter and I understand where Molina and Solorio are coming from.
Solorio mentioned the Governor Brown passed Stigma law in 2014 and we are now in 2023 Greenbriar has a cannabis business here then they are paying for water even though they are paying PG&E. So, the water is not free. The letter to the GSA was not a secret.
Garza thought the 16th of September is an awesome event I just wished it would have been known sooner. Asked the city attorney Costanzo, Green briar doesn't pay water to the city of Parlier the city attorney stated that Greenbriar does not get their water from the city of Parlier.
Garza asked the city attorney if Greenbriar grows on industrial property. City attorney said no.
Michelle Lopez Treasure Thanked Kathy, Diego and Sabrina for appointing her to the Consolidated Mosquito Abatement. She spoke with the District Manager and President and they were very informative.

PROCLAMATION OF OCTOBER 23-31, 2023 AS 'RED RIBBON WEEK" IN THE CITY OF PARLIER RECOMMENDATION:
As part of its long-standing and ongoing community anti-drug education efforts staff recommends that the week of October 23-31, 2022 be proclaimed "Red Ribbon Week" in the City of Parlier.
BACKGROUND:
In 1985, Drug Enforcement Agent Enrique "Kiki" Camarena was assassinated at the hands of a drug cartel in Mexico. Enrique's death enraged many Americans, and students in Kiki's hometown of Calexico, California began to wear red ribbons in his memory. The message of the ribbons was simple: Students and parents taking a stand against the loss of life and energy. That message and its symbol, the red ribbon, spread rapidly. The Red Ribbon Celebration has since gone nationwide, and major events began touching millions of Americans each year. Today, the annual celebration, held each October, is a major force for raising awareness and mobilizing communities in the fight against drugs.

REPORT TO THE CITY COUNCIL
SUBJECT:
Consideration and Necessary Action on Resolution of the City of Parlier Adopting a Policy for Discontinuation of Water Service to Residences.
RECOMMENDATION:
Approve Resolution Adopting a Policy for Discontinuation of Water Service to Residences.
DISCUSSION:
The City was required to and staff did adopt a policy on discontinuation of residential water services for Non-Payment on February 1, 2020. The Policy of Discontinuation of Residential Water Services for Non-Payment that is attached to the accompanying resolution conforms to the requirements of SB-998 (codified in Health and Safety Code §116900 et seq). This same policy was provided to the City Finance Department at or about the time it was required to be adopted and water shut offs for non-payment for residential customers should have been, and appear to have been, performed in accordance with this policy.
The policy is also required to be posted to the City website both in English and Spanish.
Posting to the website, apparently, did not occur. Accordingly, the Council is being asked to formally adopt the Policy on Discontinuation of Residential Water Service for Non-Payment, have the policy translated to Spanish and post both the English and Spanish versions to the City website. The City is also required to report on the website and to the State Water Resources Control Board, the number of shut offs of residential water services that are subject to this policy. It is the intent of this resolution to fully conform to the requirements of SB-998 by directing the policy be translated into Spanish and both the English and Spanish version posted to the website and water shut offs be reported on the website in addition to the State Water Resources Control Board.

Approve Resolution Adopting a Policy for Adopting a Policy for Discontinuation of Water Service to Residences.

The written notice shall further inform the resident occupants that they have the right to become customers, to whom the service will then be billed, without being required to pay any amount which may due on the delinquent account if water service to the residence occupied by the tenant is separately metered to that residence or if the resident pays the cost of establishing a separate metered connection, and the tenant agrees to all terms and conditions of service including applicable rates and charges.
10. Reporting. The City shall report the number of annual disconnections of residential water service for inability to pay on its website and to the State Water Resources Control Board.
11. Petition for Review of Bill. A customer may petition for review of the bill for water service to a residence by filing a written request or petition for review of the bill within thirty (30) days of receipt of the bill. The petition or request shall identify the bill sought to be reviewed and shall state the adjustment or changes to the bill requested, and the reasons for that request. The request or petition may be mailed or delivered to any employee at District Office and shall be referred to the City Manager or City Clerk or his or her designee. The review will be conducted within ten (10) days of receipt of the written petition or request and a written determination will be mailed or delivered to the customer. If the customer is not satisfied with the determination, the customer may appeal to the City Council by mailing or delivering to the City Clerk a written appeal identifying those aspects of the determination with which the customer disagrees and why.
