REPORT TO CITY COUNCIL
SUBJECT: Grant Completion of the Community Development Block Grant D) Agreement #20-CDBG-12047
RECOMMENDATION: Adopt a resolution acknowledging the completion of the activities funded by the Community Development Block Grant (CDBG) Agreement #20- CDBG-12047 and accepting the completed City Wide Code Enforcement to Reduce Blight Program activities conducted between January 2021 and December 2023.

BACKGROUND: On May 21, 2020, the City of Parlier was awarded $439,214 through the Community Development Block Grant (CDBG) Agreement #20-CDBG-12047 to proactively conduct code enforcement activities to address health and safety concerns related to dangerous structures and overgrown vegetation. The City approved and accepted the funding and executed the grant for CBG City Wide Code Enforcement to Reduce Blight Program through Resolution 2020-28.

Between January 2021 and December 2023, the City of Parlier hired Code Enforcement Officers to report and issue notices of violations and to communicate with the property owners to correct violations. By working with property owners, Code Enforcement Officers resolved numerous cases addressing issues such as health and safety, buildings and construction, graffiti, weeds/overgrown vegetation, the accumulation of debris, inoperative vehicles, tarps and mattresses, outdoor storage, animals, and zoning violations.

Code Enforcement Officers are dedicated to fostering a safe, healthy, and thriving community, and they work efficiently with property owners to resolve violations in a transparent and collaborative process. A Notice of Violation (NOV) was sent to each property owner, addressing any/all municipal code violations that applied to their case, and Code Enforcement Officers made every effort to work with each owner regarding their NOV by scheduling inspections, and/or giving extensions. The City also set up GoGov software for code enforcement reporting, which facilitated community members reporting of visible concerns around the City.

To successfully fulfill the requirements of the executed grant agreement, this Public Hearing serves as an announcement of the completion of the CDBG-funded activities, and the adoption of a resolution in acknowledgement of the project's completion will constitute a key component of the CDBG Grant Completion Package.

REPORT TO CITY COUNCIL
SUBJECT: Grant Completion of the Community Development Block Grant (CDBG) Agreement #20-CDBG-12050
RECOMMENDATION: Adopt a resolution acknowledging the completion of the activities funded by the Community Development Block Grant (CDBG) Agreement #20- CDBG-12050 and accepting the completed City of Parlier Integrated Master Plan for Water and Sanitary Sewer Systems and the Sewer and Water Plat Maps in the City's GIS system.

BACKGROUND: On May 21, 2020, the City of Parlier was awarded $250,000 through the Community Development Block Grant (CDBG) Agreement #20-CDBG-12050 to complete two important planning projects:

1. Development of the City of Parlier Integrated Master Plan for Water and Sanitary Sewer Systems, which includes detailed layouts of all existing utilities, thereby integrating sewer and water plats and simplifying the process for the city to identify the locations of existing utilities. The Master Plan provides a description and analysis of the City's existing water and sanitary sewer systems, identifies existing and future potential infrastructure deficiencies, and provides recommendations for improvements to allow the city to modernize its infrastructure to support the expanding population and sustain economic development.

2. A City of Parlier Geographic Information System (GIS) program designed to visually represent the City's sewer system (including manholes, plugs, lift stations, and sewer cleanout sites) and water system (including water valves, water lines, water wells, and fire hydrants), thereby enhancing the City's ability to identify and manage these critical infrastructure components more efficiently and effectively.

The city approved and accepted the funding and executed the grant for CDBG planning and technical assistance in master planning activities through Resolution 2020-28. In the fall of 2023, the city completed the two planning projects, which strengthen the City's infrastructure management capabilities and lay a solid foundation for future planning and development projects. The inclusion of the GIS program marks a pivotal step forward in leveraging technology to support the City's utility management and maintenance operations.

To successfully fulfill the requirements of the executed grant agreement, this Public Hearing serves as an announcement of the completion of the CDBG-funded activities, and the adoption of a resolution in acknowledgement of the dual projects' completion will constitute a key component of the CDBG Grant Completion Package.

With over 140 courses too choice from. Our personnel will have the convenience of completing POST certified and specialized training at their fingertips. Full classes with long waiting lists and limited course availability will no longer be an issue, personnel will be able to log-on anytime through the Police One Academy portal to complete mandated and specialized training. REPORT TO CITY COUNCIL
SUBJECT: Reimburse Fowler Packing for city water main repair.

RECOMMENDATION:

Staff request City Council approve recommendation to reimburse Fowler Packing at a rate of 50% of total costs for City water main repairs.

BACKGROUND: On or about the week of March 8th, 2024, City of Parlier, unexpectedly, experienced a water main rupture in the area of Newmark and Manning Avenues. The impact from the large-scale rupture resulted in severe flooding disrupting water service to residents, businesses, and public facilities in the affected area.

The roadways, including Fowler Packing parking lot, were submerged in six to eight inches of water impeding Fowler Packing regular business, further creating hazardous conditions for pedestrians and vehicles. Believed to have been located on the premises of Fowler Packing, Fowler Packing initiated immediate repairs to mitigate the impact on the community and resume daily business. The leak was later determined, by Parlier city engineer, to be located on city property. Repairs in the amount of $25,814.00 were incurred and paid for by Fowler Packing, for which, staff is recommending, at the request of Fowler Packing, 50% reimbursement, $12,907.00.

The swift action on behalf of Fowler Packing provided immediate relief to residents experiencing discomfort from lack of fresh water, and, additionally aided in reducing hazardous roadway conditions.

FISCAL IMPACT: The fiscal impact for this reimbursement is set in the amount of $12,907.00 ATTACHMENT:

I will have it after tonight's meeting. What is the amount in question, so I can have exact numbers for them? Thank you.
