PUBLIC COMMENT:
At this time any citizen may address the City Council on matters not appearing on the agenda that are within the jurisdiction of the City of Parlier. Speakers shall limit their comments to three (3) minutes unless extended by the Mayor. Please begin your comments by stating your name and City of residence.
The City Council is prohibited by law from taking collective formal action on matters raised during public that are not on the agenda, but individual council members may respond to anyone providing any public comment. No adverse conclusion should be drawn if the City Council does not respond to any public comment. Responses to public comment by individual city council members may or may not reflect the views of any other, or of a majority of council members.
The Council may refer the matter to the City Manager or staff or request that it be placed on a future agenda.

CONSENT CALENDAR:
All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of items appearing on the Consent Calendar unless requested to be removed for separate discussion and acted on by separate vote.
1. Approve the Check Report dated June 16, 2024 through July 29, 2024.
2. Approve the Minutes for June 13, 2024; June 20, 2024; June 24, 2024; and June 25, 2024.
3. Approve the use of Heritage Park for Parlier Youth Soccer League August 15, 2024 – November 20, 2024.
REGULAR BUSINESS:
4. SUBJECT: Consider and action on approval of Agreement for Special Services. Presented by David Cerda, Acting City Manager.
RECOMMENDATION: Staff recommends the City Council consider action on the contract.
5. SUBJECT: Consider and Approve of a Modification to the Approved Site Plan for Consolidated Mosquito Abatement District. Presented by Javier Andrade, City Engineer.
RECOMMENDATION: Staff recommends the City Council approve Resolution No. 2024-37 approving modifications to the approved site plan.
6. SUBJECT: Consider and action on Conducting Public Hearing and Council’s Intention to confirm the collection of the annual assessment for Parlier Landscaping Maintenance and Lighting District No. 1 by resolution. Presented by Javier Andrade, City Engineer.

RECOMMENDATION: Staff recommends the City Council conduct a Public Hearing and adopt Resolution No. 2024-38, titled, “Confirming Diagram and Assessment, Annual Levy 2024-2025, Landscaping Maintenance and Lighting District No. 1”, and authorize the filing of the Resolution and Engineer’s Report.
7. SUBJECT: Consider and Approve Resolution No. 2024-39, Authorization to Execute Grant Agreement for Participation in the Proposition 64 Public Health and Safety Grant Program.
Presented by Israel Cardenas, Finance Director.
RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2024-39, authorizing the Acting City Manager, or Assistant City Manager to execute the grant agreement and any necessary documents for participation in the Proposition 64 Public Health and Safety Grant Program funded by the California State and Local Government Law Enforcement and administered by the Board of State and Community Corrections (BSCC).
8. SUBJECT: Consider and Approve Resolution No. 2024-40, accept the completion of the Avila Sewer Improvements by Yanez Construction, Inc. Presented by Javier Andrade, City Engineer.
RECOMMENDATION: Staff recommends the City Council approve the Final Acceptance of Work for Avila Sewer Improvements and adopt Resolution 2024-40, “Authorizing Final Acceptance and Notice of Completion” and authorize the City Engineer to record the Notice of Completion.
9. SUBJECT: Consider and Approval of Resolution No. 2024-41, adopting the Fresno County Regional Active Transportation Plan.
RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2024-41 authorizing the adoption of the Fresno County Regional Active Transportation.
