PUBLIC COMMENT:
At this time any citizen may address the City Council on matters not appearing on the agenda that are within the jurisdiction of the City of Parlier. Speakers shall limit their comments to three (3) minutes unless extended by the Mayor. Please begin your comments by stating your name and City of residence.
The City Council is prohibited by law from taking collective formal action on matters raised during public that are not on the agenda, but individual council members may respond to anyone providing any public comment. No adverse conclusion should be drawn if the City Council does not respond to any public comment. Responses to public comment by individual city council members may or may not reflect the views of any other, or of a majority of council members.

3. Approval of Resolution No, 2024-57 approving Operating Agreements with Partners Under the Board of State and Community Corrections (BSCC) Proposition 64 Public Health & Safety (PROP 64) Grants.
REGULAR BUSINESS:
4. SUBJECT: Consideration and Necessary Action on Approval of the Guidelines for the City of Parlier First-Time Homebuyer. Presented by Eva Beltran, Grants Administrative Coordinator.
RECOMMENDATION: Staff recommends the City Council approve the City of Parlier FirstTime Homebuyer Guidelines.
5. SUBJECT: Consideration and Necessary Action on Adoption of the Resolution No. 2024-58 Awarding the supply and Installation of Virgin GAC Meia for the 1,2,3 -TCP Removal Treatment Systems to Carbon Supply, Inc. Presented by Javier Andrade, City Engineer.
RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2024-58 awarding a contract for Supply and Installation of Virgin GAC Media for the 1,2,3 – TCP Removal Treatment Systems to Carbon Supply, Inc. in the amount of $659,260.00 and designating and authorizing the City Manager to sign the agreement on behalf of the City.
