RECOMMENDATION: It is recommended that the Parlier City Council:
1. Approve the application for membership in the Excessive Risk Management Authority (ERMA) program.
2. Authorize the Acting City Manager to execute and submit the ERMA application on behalf of the City of Parlier.
2. SUBJECT: Consideration and Necessary Action on Resolution 2024-91, Declaring the Results of the November 5, 2024, General Election, and City Clerk to administer the Oath of Office to the newly election and re-elected officials. PRESENTED BY BERTHA ESCALERA, ASSISTANT CITY MANAGER.
RECOMMENDATION: Staff recommends council approve Resolution No. 2024-91 Declaring the Results of the November 5, 2024, General Election, and City Clerk to administer the Oath of Office to the newly elected and re-elected officials and recognizing Dorothy Garza for her 24 years of service.
District 1 - Sabrina Rodriguez, District 3 - Catherine Solorio, Treasurer - Ismael Spindola, and City Clerk - Lina Martinez.

SUBJECT: Request for Approval to Apply for ERMA (Employee Risk Management Authority) and Authorization for the Acting City Manager to Sign the Application.
RECOMMENDATION:
It is recommended that the Parlier City Council:
1. Approve the application for membership in the Excessive Risk Management Authority (ERMA) program.
2. Authorize the Acting City Manager to execute and submit the ERMA application on behalf of the City of Parlier.
BACKGROUND:
The City of Parlier is currently seeking to strengthen its risk management and liability insurance coverage by applying for membership in the Employee Risk Management Authority (ERMA).
ERMA is a joint powers authority (JPA) established to provide employment practices liability coverage for its members. This program helps local governments like Parlier manage employment risks, reduce overall costs, and receive access to specialized services.
Membership in ERMA will allow the City to benefit from the collective bargaining power of the JPA, which helps secure more favorable insurance rates and coverage terms. Additionally, ERMA provides member cities with risk management support, including training, claims assistance, and legal resources.
Approval of this staff recommendation will enable the City to apply for ERMA membership and will provide the Acting City Manager the necessary authority to submit the application. This move is in alignment with the City's ongoing efforts to enhance its risk management practices and protect public resources.
FISCAL IMPACT:
There will be an initial application fee, and the City will be required to pay an annual premium once accepted into the program. However, these costs are expected to be offset by the long- term savings in liability insurance premiums and improved risk management resources. A detailed cost analysis will be provided after approval to apply.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARLIER APPROVING THE
APPLICATION PROCESS TO JOIN THE EMPLOYEE RISK MANAGEMENT AUTHORITY (ERMA) AND AUTHORIZING THE ACTING CITY MANAGER TO SIGN ALL RELATED DOCUMENTS.
WHEREAS, the City of Parlier recognizes the importance of providing comprehensive risk management and employee benefits programs to ensure the safety, health, and welibeing of its employees; and WHEREAS, the Employee Risk Management Authority (ERMA) offers valuable resources and support for public agencies, including access to risk management programs, liability insurance, and claims administration; and
WHEREAS, the City of Parlier desires to apply for membership in ERMA to take advantage of the services and benefits it provides; and
WHEREAS, the Acting City Manager has recommended the approval of the application process for joining ERMA and has requested authorization to execute all necessary documents related to the application and membership process.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Parlier, as follows:
1. The City Council hereby approves the application process to join the Employee Risk Management Authority (ERMA).
2. The City Council authorizes the Acting City Manager to complete and submit all required documents, including the application and any related agreements, necessary to join ERMA.
3. The Acting City Manager is further authorized to sign any and all documents related to the ERMA membership, including agreements, contracts, or amendments, as deemed necessary for the completion of the membership process.
4. This resolution shall take effect immediately upon adoption.

BACKGROUND: On November 05, 2024 a General Election was held for the following seats on the council, District 3; District 1; Treasurer and City Clerk. We have received the certified election results from the County Clerk/Registrar of Voters certifying the election results.

A Resolution of the City Council of the City of Parlier Declaring the Results of the Consolidated General Election held on November 5, 2024
WHEREAS, a Consolidated General Election was held and conducted in the City of Parlier on Tuesday, November 5, 2024 for the following seat: Council member, District 1 and District 3, Treasurer, and City Clerk.
WHERDAS, it appears that notices of said election was duly and legally given that precincts were properly established, that election officers were appointed and election supplies furnished, and that in all respects said election was held and conducted, and votes cast there were then received and canvassed, and the returns thereof made and declared in time, form and manner as required by the general law of the State governing elections in cities; and WHEREAS, the County of Fresno Elections Department has provided City Council of the City of Parlier with the results of the canvas of the ballots.
NOW, THEREFORE, the City Council of the City of Parlier Does hereby Resolve and Declare the Results of the November 5, 2024 Election as follows:
1. The total number of votes cast was 742 of the 1489 registered voters in District 1 of the City of Parlier. The ballots were cast as follows:
