She welcomed Mr. Palmer and looks forward to moving our city forward. Thanks to the staff for all their hard work, and thank you to the community for your patience with the ongoing city projects. We have received numerous calls regarding the wireless project issues, and knows our city maps are outdated because some neighborhoods are older. We need to revisit the rental agreements for our hall rentals, as the equipment at the community center, including our tables and chairs, is outdated. I spoke with Mayra about this concern.

REPORT TO CITY COUNCIL
SUBJECT:
PUBLIC HEARING: City Council to Consider Tentative Parcel Map No. 2025-01 RECOMMENDATION:
Staff recommends that the City Council adopts Resolution No. 2025-XX, approving Tentative Parcel Map (TPM) No. 2025-01 subject to conditions.
BACKGROUND:
In early April 2025, a property owner reached out to staff requesting a certificate of compliance for a parcel of land (APN 355-153-06) he wished to sell. A certificate of compliance is a document from the City stating that a particular piece of property was created in compliance with the California Subdivision Map Act and any local ordinance affecting land division. Although the APN in question has a distinct legal description, it doesn't appear to have ever been conveyed separately from APN 355-153-07 to its immediate south, and there does not appear to be a map, deed (pre-1972), or other instrument indicating its creation. Accordingly, staff has determined that APNs 355-153-06 and -07, while distinct for the purposes of tax assessment, are simply two areas of the same legal lot. Thus, neither can be conveyed separately at this point.
The property is at the northeast corner of E. Mulberry Lane and S. Milton Avenue (Attachment 1).
It is designated for Medium Density Residential use and is zoned R-1 Single Family Residential (Attachments 2 and 3, respectively). The site contains a single-family dwelling and two outbuildings; no new development is currently proposed. Following discussions between City staff, the owner, and staff from Central Valley Engineering & Surveying, Inc. (CVEAS), on May 8, 2025, the City received an application for a tentative parcel map from Elvia Lopez of CVEAS on behalf of property owners Ruben and Silvia Mendez, Trustees of the Casa Faro Trust. The map, Tentative Parcel Map No. 2025-01 (Attachment 4), proposes to subdivide the existing 24,410-SF lot into two lots of approximately 16,109 SF and 8,302 SF.
Applicant: Ruben Mendez
Owners: Ruben Mendez and Silvia Mendez, Trustees of the Casa Faro Trust Agent:
Location: Northeast corner of E. Mulberry Lane and S. Milton Avenue; APNS Site Size: 24,410 square feet (approximately)
General Plan:
Zoning:
Existing Use:
Surrounding Uses: North - Single-family residences; R-1 East - Single-family residences; R-1
South - Single-family residences; R-1

Street Access: E. Mulberry Lane, S. Milton Avenue
PROPOSAL & DISCUSSION:
The California Subdivision Map Act (Map Act) (Government Code Section 66410, et seq.) establishes most of the procedures for subdivision of land. Other components are contained within Title 16 (Subdivision Ordinance) of the Parlier Municipal Code. Generally, a parcel map is required in order to subdivide land into four or fewer parcels. Note the distinction of a "tentative parcel map" versus simply a "parcel map". As indicated in the Map Act, a parcel map is immediately recordable following its approval, while approval of a tentative map is only the first step in a two-step process; however, consistent with authority granted by the Map Act, the Subdivision Ordinance requires applicants to submit a tentative parcel map. Pursuant to both the Map Act and the Subdivision Ordinance, tentative parcel maps are valid for 24 months following approval.
As mentioned, Tentative Parcel Map No. 2025-01 proposes to subdivide the legal lot containing APNs 355-153-06 and -07 into two parcels: Parcel 1 containing approximately 16, 109 square feet and Parcel 2 containing approximately 8,302 square feet. The minimum lot size in the R-1 zone is 5,000 square feet, and the minimum width is 50 feet; there is no specified minimum depth.
Existing access to the site would remain unchanged. At this time, no new development is proposed for either resulting parcel and any future development would be subject to the appropriate land use entitlements and/or permits for the proposed development. As proposed, the subdivision would meet the requirements of both the City's General Plan and Zoning Ordinance.
The Subdivision Ordinance requires that following acceptance of the map by the City Administrator, the City Council must conduct a public hearing and determine whether to approve, conditionally approve, or deny the map. If the City Council approves or conditionally approves the tentative parcel map, the applicant may then file a final parcel map (technically just referred to as a "parcel map") within 24 months. Although approval of parcel maps is typically vested with the City Council, the Subdivision Map Act provides that a City may, by ordinance, delegate the responsibility to another entity. In Parlier's case, the authority to approve a parcel map based on an approved tentative parcel map has been delegated to the City Manager and City Engineer.
The City maintains the right to require that future development makes additional dedications (e.g., for public utilities, right-of-way) as necessitated by project-specific circumstances.
FINDINGS:
Prior to approving a tentative parcel map, the City Council must make findings as prescribed by Parlier Municipal Code Section 16.03.020:
1. The map is consistent with the General Plan and any applicable Specific Plan.
The project proposes the subdivision of an existing parcel of approximately 24, 410 square teet into two parcels of approximately 16, 109 square feet and 8,302 square feet for single- family use. These parcels meet the standards of the R-1 zone, which is the primary implementing zone for the Medium Density Residential General Plan Land Use. There is no applicable Specific Plan.
2. The design and improvement of the proposed subdivision is consistent with the General Plan and any applicable specific plan.
The project would result in the subdivision of a previously developed site. No additional development of either resulting parcel is proposed at this time. The newly created parcels would not be designed in such a way that would conflict with the General Plan. There is no applicable Specific Plan.
The site is physically suitable for the type of development.
No development is proposed under the application. The resulting parcels are suitable to continue supporting the existing development.
4. The site is physically suitable for the proposed density of development.
No development is proposed under the application. The site is planned and zoned for commercial use. Any future use of the site for residential purposes would require adherence to all applicable regulations governing density.
The design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
The project proposes the subdivision of a site which has previously been developed. No development is proposed as a part of this application and the redrawing of property lines to accommodate existing development would not have the potential to create substantial environmental damage.
The design of the subdivision or type of improvements are not likely to cause serious public health problems.
The division of a previously developed site into two parcels, with no development currently proposed for either parcel, does not have the potential to cause serious public health problems.
The design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision.
All existing easements are required to be maintained.
ENVIRONMENTAL:
Staff has performed a preliminary environmental assessment pursuant to the California Environmental Quality Act (CEQA). The project site is in an urbanized area, is planned and zoned for residential use, was not the subject of a previous division within the previous two years, and has a slope of less than 20 degrees. The project proposes to create two parcels, and no variances or exceptions are required. All services and access to the parcels are available. Accordingly, staff recommends that the City Council finds Tentative Parcel Map No. 2025-01 exempt from CEQA under CEQA Guidelines Section 15315, Minor Land Divisions, and no additional review is required.
FISCAL IMPACT:
Review and processing of the TPM are paid for by the applicant under the City fee schedule in effect at the time of application submittal. Future development of the sites may be subject to payment of Development Impact Fees.

Authorization for City Manager to Act as the Authorized Applicant and Execute Grant Documents.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. authorizing the City Manager or their designee as the authorized applicant for past, current and future grant applications; and authorizing the City Manager to execute all necessary documents following receipt of a grant award letter.
BACKGROUND:
To streamline the grant application and implementation process, it is necessary to designate an authorized representative who can act on behalf of the City. This designation ensures that the City can timely submit applications, comply with grant requirements, and accept awarded funds without delay.
DISCUSSION:
Many federal, state, and private grant programs require the governing body of a municipality to formally appoint an authorized representative. Appointing the City Manager as the authorized applicant and executor of grant documents will:
Ensure compliance with grant program requirements.
• Expedite the execution of agreements and implementation of funded programs.
Provide flexibility in the administration of awarded funds.
This resolution covers the execution of grant agreements, certifications, amendments, reimbursement requests, and any other documentation required throughout the grant lifecycle.
FISCAL IMPACT:
There is no fiscal impact associated with this action. This resolution only designates authority and does not obligate the City to any financial commitment without future Council approval.
CONCLUSION:
Authorizing the City Manager to act as the grant applicant and execute all related documents enhances the City's ability to secure and manage grant funding efficiently.
This action ensures compliance with funding agency requirements, eliminates administrative delays, and supports the City's efforts to secure resources for important programs.

The State of California established the Permanent Local Housing Allocation (PLHA) Program through Chapter 2.5 of Part 2 of Division 31 of the Health and Safety Code (Section 50470). The program is administered by the California Department of Housing and Community Development (HCD) and provides formula-based funding to eligible local governments to help address the housing needs of low- and moderate-income households.
The City of Parlier has previously participated in the PLHA Program and has successfully implemented eligible housing activities in accordance with its adopted PLHA Five-Year Plan. These activities include assistance for first-time homebuyers and the promotion of accessory dwelling units (ADUs) through loan programs. HCD has issued a streamlined application process for returning eligible applicants to apply for their CY 2022 and 2023 allocations. The City of Parlier qualifies as an eligible local government and seeks to continue its participation in the PLHA Program.
DISCUSSION:
The PLHA funding will allow the City to continue supporting critical housing programs that benefit households earning up to 120% of Area Median Income (AMI). Specifically, the City plans to utilize the funding to:
• Provide down payment assistance to low- and moderate-income first-time homebuyers.
• Offer loan assistance for Accessory Dwelling Unit (ADU) construction to increase the local affordable housing stock.
Adopting the resolution will allow the City Manager or their designee to submit the necessary application to HCD and execute all required agreements and documentation to secure and implement the PLA funding for CY 2022 and CY 2023.
FISCAL IMPACT:
There is no required City match for PLHA funds. The award will provide additional financial resources to support ongoing housing-related programs within the City's existing Housing Element and Five-Year Plan goals.
CONCLUSION:
Approval of the resolution will enable the City to access continued PHA funding to support and expand its housing programs. These efforts are critical in addressing local housing needs and promoting housing stability and affordability in the community.
